This volume is a pioneering effort to examine the social, demographic, and economic changes that befell the Jewish communities of Central Europe after the dissolution of the Habsburg Empire. It consists of studies researched and written especially for this volume by historians, sociologists, and economists, all specialists in modern Central European Jewish affairs. The era of national rivalry, economic crises, and political confusion between the two World Wars has been preceded by a pre-World War I epoch of Jewish emancipation and assimilation. During that period, Jewish minorities had been harbored from violent anti-Semitism by the Empire, and they became torchbearers of industrialization and modernization. This common destiny encouraged certain common characteristics in the three major components of the Empire, Austria, Hungary, and the Czech territories, despite the very different origins of the well over one million Jews in those three lands. The disintegration of the Habsburg Empire created three small, economically marginal national states, inimical to each other and at liberty to create their own policies toward Jews in accord with the preferences of their respective ruling classes. Active and openly discriminatory anti-Semitic measures resulted in Austria and Hungary. The only liberal heir country of the Empire was Czechoslovakia, although simmering anti-Semitism and below surface discrimination were widespread in Slovakia. While one might have expected Jewish communities to return to their pre-World War I tendencies to go their independent ways after the introduction of these policies, social and economic patterns which had evolved in the Habsburg era persisted until the Anschluss in Austria, German occupation in Czechoslovakia, and World War II in Hungary. Studies in this volume attest to continuing similarities among the three Jewish communities, testifying to the depth of the Empire's long lasting impact on the behavior of Jews in Central Euro

This book traces the importance of the United States for German colonialism from the late eighteenth century to 1945, focusing on American westward expansion and racial politics. Jens-Uwe Guettel argues that from the late eighteenth century onward, ideas of colonial expansion played a very important role in liberal, enlightened and progressive circles in Germany, which, in turn, looked across the Atlantic to the liberal-democratic United States for inspiration and concrete examples. Yet following a pre-1914 peak of liberal political influence on the administration and governance of Germany's colonies, the expansionist ideas embraced by Germany's far-right after the country's defeat in the First World War had little or no connection with the German Empire's liberal imperialist tradition - for example, Nazi plans for the settlement of conquered Eastern European territories were not directly linked to pre-1914 transatlantic exchanges concerning race and expansionism.

This book provides the first thorough examination of the peace movement in pre-World War I Germany, concentrating on the factors in German politics and society that account for the movement's weakness. The author draws on a wide range of documents to survey the history, organization, and ideologies of the peace groups, placing them in their social and political context. Working through schools, churches, the press, political parties, and other opinion-forming groups, the German peace movement attempted systematically to promote the idea that the world's nations composed a harmonious community in which law was the proper means for resolving disputes. Except for small pockets of support, however, the movement met only resistance—resistance greater, the author contends, than elsewhere in the West. Evaluating the reasons for hostility to the peace movement in Germany, he concludes that dominant features of German political culture emphasized the inevitability of international conflict, in the final analysis because Imperial Germany's ruling elites feared the domestic as well as the international implications of the movement's program. This study recreates the intellectual climate and transatlantic setting of turn-of-the-century American reform. It examines the influence and meaning of German social thought and reform in the American Reform Movement prior to World War I. The American Progressives used the German theories in order to develop and establish new concepts of reform and to base democracy on principles other than possessive individualism, utilitarian ethics, and market ideology that liberalism held in stock. During the twentieth century, German government and industry created a highly skilled workforce as part of an ambitious program to control and develop the country’s human resources. Yet, these long-standing efforts to match as many workers as possible to skilled vocations and to establish a system of job training have received little scholarly attention, until now. The author’s account of the broad support for this program challenges the standard historical accounts that focus on disagreements over the German political-economic order and points instead to an important area of consensus. These advances are explained in terms of political policies of corporatist compromise and national security as well as industry’s evolving production strategies. By tracing the development of these policies over the course of a century, the author also suggests important continuities in Germany’s domestic politics, even across such different regimes as Imperial, Weimar, Nazi, and post-1945 West Germany.

Examining the ways in which politics and ideology stimulate and shape changes in human science, this book focuses on the cultural sciences in nineteenth and early twentieth-century Germany. The book argues that many of the most important theoretical directions in German cultural science had their origins in a process by which a general pattern of social scientific thinking, one that was closely connected to political liberalism and dominant in Germany (and elsewhere) before the mid-nineteenth century, fragmented in the face of the political troubles of German liberalism after that time. Some liberal social scientists who wanted to repair both liberalism and the liberal theoretical pattern, and others who wanted to replace them with something more conservative, turned to the concept of culture as the focus of their intellectual endeavors. Later generations of intellectuals repeated the process, motivated in large part by the experiences of liberalism as a political movement in the German Empire. Within this framework, the book discusses the formation of diffusionism in German anthropology, Friedrich Ratzel's theory of Lebensraum, folk psychology, historical economics, and cultural history. It also relates these developments to German imperialism, the rise of radical nationalism, and the upheaval in German social science at the turn of the century.
