The period is short, but meanwhile events have occurred which strengthen two at least of the posi tions maintained in England's Case against Home Rule.' The Gladstonian constitution, I contended, failed to fulfil the conditions which it was meant to satisfy. That this is so is all but admitted even by Home Rulers. The defence of the Gladstonian constitution has been' abandoned, if not by its author, at least by his followers. Few indeed are the eulogies which since the dissolution of Parliament have been pronounced by the advocates of Home Rule on the Government of Ireland Bill. Criticism' has not missed its mark; the vital defects of the measure pressed last summer on the acceptance of Parliament have' been made patent to all the world. Throughout my statement of the case against Home Rule the opinion is maintained that the discontent of the: Irish people is due far more to agrarian than to political causes. Excerpt from Against Home Rule: The Case for the Union This book, for which I have been asked to write a short preface, presents the case against Home Rule for Ireland The articles are written by men who not only have a complete grasp of the subjects upon which they write, but who in most cases, from their past experience and from their personal influence, are well entitled to outline the Irish policy of the Unionist Party. Ours is not merely a policy of hostility to Home Rule, but it is, as it has always been, a constructive policy for the regeneration of Ireland. We are opposed to Home Rule because, in our belief, it would seriously weaken our national position; because it would put a stop to the remarkable increase of prosperity in Ireland which has resulted from the Land Purchase Act; and because it would inflict intolerable injustice on the minority in Ireland, who believe that under a Government controlled by the men who dominate the United Irish League neither their civil nor their religious liberty would be safe. To create within the United Kingdom a separate Parliament with an Executive Government responsible to that Parliament would at the best mean a danger of friction. A volume ushered into the world with so much ceremony, accepted as a sort of gospel by a certain party, and affecting to be so sweepingly destructive of a great cause, demands a patient consideration. The book is in some sense a challenge, and I have ventured to lift the glove. Perhaps I should scarcely have so ventured if I had known earlier of Mr. Morley's purpose, but I was only aware of his intention of replying to Mr. Dicey in the pages of the Nineteenth Century when I was within measurable dis tance of the end of my own work. Excerpt from The Home Rule Movement My friend, John O'Connor Power, once famous as "the Member for Mayo," gave me, shortly before his death in February, 1919, the papers he had collected in the course of his unique political career - commencing as an Irish Fenian and ending as a British Liberal. "Make what use you like of them," he says in his letter to me, "subject to one condition - they must not be made the basis of an attack upon any Irishman." It was easy for me to set O'Connor Powers mind at rest on that point. I am a historical writer, - of a sort, perhaps; but, most certainly, not a political pamphleteer. As such, I have no antipathies or prejudices. As such, I do not feel myself called upon to defend and justify, any more than I do to: . condemn and assail. What I like to think I have is sympathy with the aspirations of human nature, and pity for its struggles in the coil of adverse Fate. My sole object is simply to try to describe, to explain, to interpret, the principles and personalities of the Home Rule Movement from its rise under Isaac Butt in 1870 to its fall under John Dillon in 1918, as just one act in the extraordinary political and social drama of Ireland.
