It may be thought that, inasmuch as each government in publish ing its official correspondence has tried to con vict its enemies and clear itself and its allies, the statements made are so biased as not to be accepted as evidence. This, however, is not the case. The. Documents corroborate each other sufficiently to Show that statements of fact given in official despatches by ambassadors to foreign ministers and vice versa can usually be accepted at face value. The numerous cross-references in the published correspondence enable us some times to detect false claims based on the omis sion, misinterpretation, or even the distortion of facts. Excerpt from The Causes of the Great War The outcome of the Balkan War made it nearly certain that this could not be done again, for the results of the war involved a change in the great game which the rival powers were playing. Down to 1913 Germany and Austria had gained advantages in the Balkans and reduced the prestige of Russia. Rumania was almost an appendage of the Triple Alliance, Turkey was coming to be considered so, and the other countries were weak, hemmed in by hostile neighbors, or distracted with local quarrels. It might seem that while Germany held Russia in check, Austria would march in triumph to Salonika. But the events of 1912 and 1913 produced a revolution. Servia, Montenegro, Bul garia, and Greece, combining suddenly, fell upon Turkey and overwhelmed her in rapid and decisive campaigns, and when Austria, appalled by the sudden turn of events would have inter vened to stay their progress, the opposition of Russia prevented her taking any action. The final result was the appearance of a group of powerful Balkan States who looked rather to Russia than central Europe. This distinction between occasions and causes must ever be borne in mind when we attempt to trace the origin of the Great War of 1914. Occasions for war we have always with us they are as plentiful as the microbes infesting the air we breathe; and, just as our individual health depends, not upon the pos sibility of avoiding microbes, but upon the general state of our body, so the preservation of the world's peace depends, not upon the absence of occasions for war, but upon the con dition of mind in which the peoples and governments of the earth confront them. We are not at war because an archduke was murdered, but because that occasion for war burst upon one or two powers not disinclined to break the peace. If we can account for the bellicose attitude of Germany and Austria in July, 1914, we can understand the outbreak of war; for, if it is true that it takes two to make a quarrel, it is truer that it takes two to keep the peace.
