This report documents a procedure for forecasting digital microcircuit Obsolescence at the Defense Electronics Supply Center, Dayton, OH. Obsolescence is caused by rapid advancement in digital technology and decrease in commercial demand while military demand still continues. In logistics parlance, parts obsolescence is known as a Diminishing Manufacturing Source (DMS) problem. Continued supply of an obsolete DMS item is assured via substitution, alternate sourcing or a one time buy equal to the lifetime requirements of the item. Emulation is a recent alternative which explores the possibility of replacing obsolete digital microcircuits with state of the art devices which can be manufactured and supplied on demand. The report recommends use of a statistical model which forecasts DMS items from a population of presently non-DMS items belonging to obsolete digital microcircuit technologies. The items forecast by the model should be evaluated for their emulation potential.

Microelectronic piece-part component obsolescence problems are prevalent and costly across all Department of Defense (DoD) weapon systems, both new and legacy. The issue is driven by the high turnover in electronic components, limited DoD influence upon component manufacturers, poor obsolescence management at both Program Office and Command levels, and a lack of understanding of the analysis tools and design techniques available to the Program Manager (PM) to help mitigate problems. The issue of microcircuit obsolescence affecting a pre -production, Acquisition Category (ACAT)-ID, Missile program is of particular interest due to their ability to transition from pre-production into full rate production, without a major redesign due to microcircuit obsolescence. The DoD and other Governmental agencies, along with commercial industries, are investigating numerous ways to reduce the increasing costs associated with obsolescence. This thesis incorporates this information to provide both the pre -production AC AT-ID Missile Weapon System Program Managers and the U.S. Ay Aviation and Missile Command (AMCOM) guidance in addressing microcircuit obsolescence challenges from a management perspective.

Why are we experiencing major Diminishing Manufacturing Sources and Material Shortages (DMSMS) problems in semiconductors and microcircuits? I contend that a noted Defense Acquisition expert, Dr. Jacques Gansler in Defense Conversion, correctly notes; 'The government has mandated specialized specifications, standards, procurement and accountability practices, etc., forcing its electronics supplier's plants to be largely isolated from the company's commercial operations. As a result, five of the top ten U.S. semiconductor producers have stated that they refuse defense business because of the burdens and special requirements the government imposes. Thus, the military pays a high price for small quantities of electronic equipment that often include obsolete processes, parts, and software. Clearly, this area is crying out for a change in the way that defense does business.' I will assess the state of the DMSMS program and attempt to determine how the number of potential obsolescence situations in Department of Defense (DoD) electronics and semiconductor requirements can be minimized. My assessment begins with a detailed discussion of DMSMS to include how obsolescence problems are identified; DMSMS organization development and research sources; DMSMS case verification process, item analysis and problem resolutions. I will conclude with the current Department of Army, Office of Secretary of Defense, and Joint Office of Naval Research/Navy Supply Systems Command (NAVSUP) Small Business Innovative Research initiatives, to include my selection of the initiative that I consider to be most successfully implemented. My assessments will include a discussion of the current macro-economic assessment of DMSMS in the semiconductor and electronics sector, the shrinking supplier base, the declining DoD budgets impact on the semiconductor vendor base, and the NAVSUP VisiCom, Inc. co.

The declining military budget has resulted in service life extensions for many weapons systems. Conversely, mission essential systems, such as the avionics suite, on naval aircraft extend, must contend with the scheduled phase out of subcomponents and microcircuits over the next few years. This unplanned obsolescence will have a costly impact on the ability of naval aviation to maintain weapons systems in a high state of operational readiness. Identifying the size of this problem is made more complex because provisioning data (for older systems) is often incomplete or inaccurate, making it difficult to cross obsolete part numbers to specific system applications. This paper describes a proactive process for analyzing avionics system supportability issues involving microcircuit obsolescence and other factors, such as mission criticality, reliability, supply and demand, and aircraft allowance. Based on this analysis, a comprehensive, life cycle model is developed to predict time critical mission degraders and offers solutions for solving supportability issues.
