This research aims to develop planning policy framework and appropriate guidelines to mitigate stormwater contamination in floodplain cities, using Bangkok as a case study. The application of Integrated Catchment Management (ICM) and stormwater Source Control (SC) approaches through integrated planning approaches including institutional and legal frameworks, water resource management, and land-use planning may potentially contribute to the environmental quality improvement in floodplain cities. ICM takes into account the interactions between land, water and other natural resources in a catchment (Ashton, 2000). Stormwater SC strategies recognise holistic and long-term methods to provide a sustainable stormwater management measure (EPA, 2013). These methods use functions of natural features to minimise stormwater generation and contamination. The growth of anthropogenic land-use change has resulted in the conversion of natural areas into impervious surfaces and caused negative impacts on river water quality in many floodplain cities. Traditional stormwater management approaches often direct runoff to impair streams and rivers. Untreated stormwater runoff remaining in the catchment has caused the impairment of downstream areas, resulting in the degradation of ecosystem function. In Thailand, the ongoing urbanisation associated with the increasing portion of impervious surfaces has contributed to water pollution throughout the lower Chao Phraya River and Bangkok area. This river is considered to be one of the most degraded rivers in the country, mostly contaminated by domestic, agricultural and industrial wastewater from surrounding land use (Greenpeace International, 2011). Although the concept of ICM has shaped a number of national policies in Thailand, the insufficiency of planning processes, institutional arrangements, and the legal framework make implementation very difficult to achieve. As ecological and environmental issues have become more complex, sustainable solutions such as ICM and SC approaches need to be incorporated to deal with the inherent complexity of catchment management issues. This research identified the barriers of catchment management planning by addressing a holistic approach within ICM frameworks. The potential for applying SC approaches within the Chao Phraya River Basin was identified to demonstrate the mitigation measures to stormwater contamination. Finally, the results were discussed to provide a planning framework for the remediation of environmental issues in order to contribute to urban sustainability.

"Source controls for urban stormwater and agricultural runoff were examined in 27 papers presented at the NATO Advanced Research Workshop, which was held at St. Marienthal-Ostritz, Germany, in November of 2000. The specific topics covered include an overview of stormwater source controls in urban drainage, general strategies for source controls in urban stormwater management, case studies of source controls in the urban environment, overview of runoff controls in rural catchments, source controls in rural watersheds, considerations of source controls in flood management modelling, and source control implementation"--Abstract.

The purpose of this book is to disseminate contemporary knowledge and practical experiences concerning problems and solutions related to urban hydrology and drainage. Although the main focus is on developing countries, the book draws from experiences in many other parts of the world. Based upon numerous practical examples and case studies, the book provides information to assist in the management, planning and engineering design processes. Urban Stormwater Management in Developing Countries covers a wide range of methods and approaches to improve the understanding and ability of local stakeholders to solve stormwater problems within the framework of integrated urban water management. As well as structural interventions, the book describes various non-structural approaches for flood mitigation and pollution control. This book encourages the reader to adopt an integrated approach towards stormwater management and considers the importance of institutional arrangements, participation of local stakeholders in planning, as well as aspects of financing and cost recovery. This comprehensive and topical book: Addresses the broad range of issues related to urban stormwater management with a specific focus on developing countries. Covers the main aspects of planning, design, operation and maintenance of urban drainage systems as well as socio-economic and institutional issues related to urban stormwater management. Presents structural and non-structural approaches for flood mitigation and pollution control within an integrated water resource management framework. Provides extensive examples and case studies of "best practice". Contents Urbanisation and urban hydrology Impacts of flooding on society Integrated framework for stormwater management Institutional structures and policies Planning for urban stormwater management Approaches to urban drainage system design Ecological approaches to urban drainage system design Applications of computer models Operational performance and maintenance Flood mitigation and response strategies Participation and partnerships Economics and financing Full Contents List (27KB)

This book describes the journey of Singapore ́s development and the fundamental role that water has had in shaping it. What makes this case so unique is that the quest for self-sufficiency in terms of water availability in a fast-changing urban context has been crucial to the way development policies and agendas have been planned throughout the years.
