Defining and conceptualizing Northeast Asia’s security complex poses unique quandaries. The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. This is the 47th volume in the Occasional Paper series of the United States Air Force Institute for National Security Studies (INSS). Among its many contributions to United States security, two noted repositories of strategic expertise within the United States Army are its foreign area officer cadre and the Department of Social Sciences faculty at the United States Military Academy. This collection of papers on Northeast Asian regional security taps the combined strength of both; its authors are four Army officers with demonstrated regional expertise, all currently or formerly assigned to West Point's Department of Social Sciences. The combined set of papers covers a broad and relevant swath of territory, both geographic and conceptual. The first paper, by Jay Parker, addresses the regional security context with special emphasis on that strategic landscape as viewed from the perspective of Japanese security and the United States' role both in Japanese security and within the broader region. Sue Bryant then fits the Korean peninsula into that regional security context, adding special emphasis on the Korean road toward unification and on the continuing U.S. military presence in Korea both for peninsular and regional security reasons. Korea has long been at the center of East Asian politics, and the strength of the South Korean economy ensures that it will only become more important in the coming years. With North Korea's attempts to develop nuclear weapons and its ominous behavior toward its neighbor to the south, the divided country is a serious security concern. Yet there is a strong desire in both countries for a unified Korea. This book takes a clear-eyed look at the implications of Korean reunification for Northeast Asia and U.S. security policy in the region. The authors note that Korean reunification, or some sort of Korean peace treaty, is likely to occur in the coming decade, possibly very soon. This significant change in Korean relations will create a radically new situation in the region. Korean unification will open up the issues of a continued U.S. military presence in Korea (and possibly in Japan as well) and of relations between Korea and its Asian neighbors (particularly China and Japan) and Russia. Korean unification, they argue, will pose severe challenges for Japan and China in particular. The contributors argue that a continued American military deployment in Korea--and in Japan--will be necessary after unification to maintain peace and stability in Northeast Asia. They provide a detailed analysis of the political, economic, social, and cultural implications of Korean unification and offer insights into how U.S. policy can help ensure continued peace in the region.

For more than two decades, the USSR promoted the idea of multilateral security cooperation in Asia. Under Mikhail Gorbachev, this was referred to as "a Helsinki process for Asia" or a "Conference on Security and Cooperation in Asia" (CSCA) to parallel Europe's CSCE. Until the end of the 1980s, such an idea was frozen along the lines of the Cold War. East Asian governments dismissed the idea of a CSCA as Cold War propaganda or, at best, an untransferable European concept ill-suited to East Asia.
