The nexus between best practices and student achievement is demonstrated from the GRASP Project, discovering how some California charter schools with higher academic achievement showed evidence of a greater number of best practices as measured by performance, governance, education program, human resources, business practices, and facilitiesthe education program infrastructure. Surprisingly, technology did not show a correlation for reasons explained in the nexus. Moreover, the nexus is bolstered by administrative, innovation, and competition theory serving as foundations for The Nexus. The significance to accreditation is profound as student achievement measures will require metrics paced to reform movements such as Common Core Standards derived from international settings. By the same token, quality education will become clearer as edification through international benchmarks such as ISO 9000 will promote higher standards of excellence. The Nexus conclusions have relevance to all school systems since implementing best practices can elevate student achievement. The reason is clear: the more a school system operates efficiently through best practices and process improvements, the more time is available to the school leadership to devote attention to academic achievement as the ultimate product of education. And for those invested in school improvement, a higher value-added education with a higher return on investment.

When federal statistics showed test scores lower in charter than in regular schools, some charter school supporters insisted this must result from charter schools enrolling harder-to-teach minority students. Data show, however, that typical charter school students are not more disadvantaged, yet their average achievement is not higher. Even if some charter schools are superior, deregulation also permits charter schools that are inferior, with average performance no higher than in regular public schools. Debates spurred by federal charter school test data show how all debates about education could be improved: by carefully accounting for the difficulty of educating particular groups of students before interpreting test scores, and by focusing on student gains, not their level of achievement at any particular time.

While it is quite clear that black and Latino students in general, and poor black and poor Latino students in particular do not do as well as white students in school, the road to real solutions to this very important and vexing problem is far from clear. Some champion vouchers and charter schools as the ideal solution, despite strong data suggesting that neither is particularly effective. Others point to smaller classes. Increasingly scholars and politicians support more accountability on the part of teachers, despite the reality that teachers do not have a great deal of control over much that influences performance. This book addresses the various “solutions”, and suggests that any solution to the gap that ignores the role of families is limited at best, and misguided at worst. The book details an effort to help poor black and poor Latino families learn to do the things necessary to help their children to do better in school, and argues that this family centered approach, while complicated, should be considered along side the school centered efforts.

Now, with charter laws on the books in more than thirty states, Bryan Hassel investigates whether charter schools have been able to avoid the pitfalls that have tripped up so many other "revolutionary" school reforms. After a broad overview of how charter laws have been adopted nationwide, this book focuses in depth on charter schools in Colorado, Georgia, Massachusetts, and Michigan. Hassel reviews the four states' implementation of charter laws and whether their programs are providing sufficient autonomy, resources, and potential to influence the broader education system--all essential components for charter schools' success. He concludes that if states want to give charter schools a full test, they should empower nonlocal entities to approve charter schools, establish the schools as distinct local entities, allow full per-pupil funding to go with students to the charter schools, and impose minimal constraints on the source and number of charter schools. The schools themselves will need to improve their infrastructure, and charter-granting agencies will have to rebuild the systems for monitoring schools' academic results and compliance with regulations.
