In 2018, I had the opportunity to take part at the official rough sleepers (RS) count for the Ministry of Housing. So, I thought it would add a new layer into my understanding of homelessness to be part of the official count. As it started, it got a bit 'interesting' as not many people predicted that the weather would be that extreme with snow (as we discussed there the MET didn't predict snow).The weather was seen as concerning that they council activated Severe Weather Emergency Protocol (SWEP). My count peer and I, we found a couple sleeping on the open to the environment at a park in Hove. As they had a layer of snow over their cover, they didn't have weather prove blanket with them, and they don't have a mat to isolate the freezing floor. They were new to the city and, there was a likelihood that they could get hypothermia. One of them noted that because of job loss they had ended up on that situation.My peer and I, we contacted that RS count base and they sent transport and we managed to get them to the SWEP emergency shelter for that night as the count team had some mechanism in place. The reader might be aware of the homelessness as was aware of the situation, but when you reflect on episodes like the one above reality gets a bit "rawer" as the situation of the couple sleeping in the park was so vulnerable. We need to question systematic policies that construct homelessness.I am a researcher on homelessness based in Brighton, and over the past five years, I have explored homelessness and volunteered with homeless organisations. My interest started after a relationship breakdown where I found myself couch surfing for a while as I was studying full-time and working part-time. There were a few moments where I could have ended rough sleeping. Now, when I give lectures or conference talks on homelessness, people tend to note that housing is a human right. Article 25: on the right to an adequate standard of living does mention it, but I tend to point to the following.My first point is people in need of housing aren't systematically seen as humans with rights, as a society we have institutional policies and practices to question. Then I note that, in January 2016, a medical doctor said his surgery, the Brighton Homeless Healthcare centre, had seen 21 deaths for one year. In July 2016, Doctors have claimed the state of emergency accommodation in the city could contribute to a rise in homeless deaths. The doctor said: "It's a tragedy really that we have people dying on our streets. It's looking like homelessness is only going to get worse over the next few years and because of that, due to cuts, there will be more deaths too." In October 2017, a homeless person has died on Brighton seafront arches.

Homelessness increased 34%, with 100,000 more families losing their home compared with 2010 and 120,000 children are living in temporary dwellings. Between April 2016 and March 2017, 59,100 families were declared homeless by local authorities in England. Six thousand five hundred ninety households are living in B&Bs, including 3,010 families with children, which often sees families crammed into one room sharing bathroom and cooking facilities with strangers, for more than six weeks. This act is not legal under the Homelessness (Suitability of Accommodation) Order 2003, which banned local authorities from housing families with children in B&Bs for more than six weeks.Meanwhile, food banks in areas of full Universal Credit rollout to single people, couples and families, have seen a 16.85% average increase in referrals for emergency food, more than double the national average of 6.64%. The effect of a 6+ week waiting period for a first Universal Credit payment can be severe, leading to foodbank referrals, debt, mental health issues, rent arrears and eviction. These effects can last even after people receive their Universal Credit payments, as bills and debts pile up.
