The post-Cold War world has seen the emergence of new kinds of security threats. Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic - in order to explain why it has become 'securitized'. Appealing to a variety of university courses, this book is especially relevant to security studies and European and US policy analysis, as well as criminology and sociology.

Gaps and inconsistencies in the picture of the cocaine trade increase the difficulty of making good choices about resource allocation and drug-fighting strategies. They also make it more difficult to evaluate the effectiveness of existing policies. This report documents a computer spreadsheet-based "systems description" for the cocaine trade that is a combination of database and analytical tool. Its structure allows users to substitute their own data or assumptions about parameters while preserving consistency or "conservation of mass" throughout the system. Three systems spreadsheets mirror the general pattern of the cocaine trade: production, international transportation, and U.S. distribution. In addition, a longitudinal database provides primarily production-related data from 1984 through 1990.

This work first published in 2012 was my first attempt to grapple with the marked, obvious changes to the illicit trades of the Caribbean that became manifest in the first decade of the 21st century. It became obvious in my research that there were now two entirely different transnational organised crime TOC) business models now operationalised in the Caribbean which were now changing the order of power of the illicit trades and that of Caribbean Gangland. This organic change was simultaneously manifest in Africa and Europe, whilst illicit drug production and trafficking were being fundamentally changed in South America clearly illustrating two diametrically different TOC business models now operationalised from South America, through the Caribbean to Africa and finally Europe. In 2025 it became necessary to fully revise this 2012 work as the following developments became manifest: the ongoing war for hegemony between the Colombian Dons and the Mexican TTOs from South America to Europe; to present a detailed analysis of what is Pax Mexicana actually, its business model, its order of power, its instruments of power and its strategic model; the need to present an analysis of the present raging war within the business model of the Colombian Dons as contending factions battle for hegemony; the collapse of the cocaine market of the USA and its impact on the business model of the Colombian Dons; the rise of Europe as the new frontier of the illicit trades to the North Atlantic; the threat of illicit synthetic drugs and the future of the European cocaine market, and finally the lessons to be learnt from the collapse of the USA cocaine market under the assault of illicit synthetic drugs. In this revised volume this analysis is presented in detail in an account of the new model of the illicit trades originating in the Americas in the 21st century. The USA war on drugs has failed miserably!

Traditionally U.S. drug policy and antidrug action has been focused on blaming traffickers and fighting suppliers. Only recently have people in the United States begun to acknowledge the part played by U.S. demand for illegal drugs. Past antidrug policy emphasized the foreign origin of the drugs, and tended to blame Latin American producers and suppliers, rather than address the enormous and increasing demand in the United States. U.S. citizens spend an estimated 100 billion dollars per year on illegal narcotics. The South American cocaine trade is centered in three countries, and involves an estimated one million people. U.S. antidrug efforts so far have been aimed at eliminating or disrupting foreign sources of the supply; however, real success can only be achieved by reducing the demand. Mass media has contributed to the U.S. public's increasingly negative view of cocaine and their push for more action. The drug trade between the United States and Latin America may be seen as a joint venture, in which people on both sides benefit and suffer at the same time. There is a need for a new, economic focus in antidrug policy and action. A supply-and-demand model can be beneficial in understanding and addressing the problem. An educational campaign is an important component of this approach. Also, efforts must now be international, based on cooperation among the United States, Latin American, and other countries.
