The raiment of Ordinances, which at first was well fitted to the form of the infant city, has been often pieced amd patched by Amendments to suit the size of the lass, aond now proving wholly inadequate for the rap idly growing youth, a New Charter has been procured from the General Assembly of the State of Georgia and New Ordinances have been formulated and adopted by the City Fathers which provide for the present statue and anticipate the future growth and maturity of the city. During the last sixteen years there 'has been a wonderful expansion of the Municipal Boundary, made necessary to enclose several of the neighboring suburbs within the city limits. During the same period a much larger population, because of natural increase and of legal acquisition and of willing immigration, has come within the juricdiction of the city government. There has also been added to the indus trial activities many new manufacturing and commercial enter prises aond others are being rapidly developed. The educa tional facilities also have been greatly multiplied ahd w'idely extended, and the necessities for further enlargement press erneetly upon the public mind for consideration and seek aid and direction from the municipal authorities. Indeed, these advances in personal prosperity and in corporate endeavor and in social movements and in financial expansion and other mo mentuos changes, which are evident everywhere, have made it necessary to procure a Ncw Charter of wider scope and to en act New Ordinances better suited to the new conditions. For the information of the general public and for the guid ance of the city officials this volume is published, in which ap pears the New Charter granted August 17. 1909, by the General Assemblv of the State of Georgia, under which the affairs of the city are now being administered: also the Ordinances made in pursuance of the requirements and provisions of that Charter.
