ABSTRACT: In this paper, the researcher examined and evaluated the Comer School Development Program in the Charlotte-Mecklenburg School, North Carolina School System. In particular, the research focused on examining the connection between the Comer School Development Program and individual students' educational attitudes and academic achievement across various family backgrounds. Using multivariate analysis of covariance, two models were tested for middle and high school students. Also, using multiple regression, the effects of the degree of the Comer SDP implementation were tested. These methods as well as the results addressed some of the weaknesses from which previous evaluations suffered. The results of the simple model and the model 2 suggest that the Comer School Development Program has a limited positive effect on academic achievement and effort in the middle school settings. Among middle school students, it has no effect on attitudes or aspiration. However, the SDP does not have any effects in the high school settings. In addition, the multiple regression analysis indicates the Comer implementation itself is a two edged sword. That is, it influences positively students' abstract attitudes, but influences negatively students' educational aspiration, educational expectation, and their academic achievement.
