Administration of urban renewal programs under the federal-aid program initiated by the Housing Act of 1949 has precipitated many questions and problems concerning the methods and goals which urban planners must develop to remake the face of the American city. Some of these problems are new, unique to the federal Title I urban renewal program. Others are old problems, highlighted by the scope of the federal program. One of these old problems is the relocation of site occupants, the moving of persons from sites to homes off the sites. The problem of relocation assmes immense proportions. The problem must be solved in one manner or another before a project can acutally get under way. It is a very crucial problem to the persons affected and to the sensitive renewal administrator; it is often the subjectof intense public attention. The questions which led to the writing of this paper were: To what extent have the problems of relocation been recognized in the formulation of renewal policy and provided for in the legislation and directives affecting renewal? How have administrators handled the problems of relocation? What procedures have they developed? What are their problems? Are any problems common to most relocation programs? Can any generalized recommendations be made for improvement of relocation administration? Answers were sought in study of relocation in two cities, Kansas City, Missouri and Chicago, Illinois. In each city several agencies have carried out programs which have displaced families. In each city there have been one or more relocation programs which may be considered reasonably successful. In each city agencies have undertaken programs which displace large numbers of persons without making any provisions fro a comprehensive relocation program. Although each relocation program studied presented its peculiar problems, several problems seem common to all of the programs. These are: 1) initial lack of recognition of the importance and complexity of relocation, 2) insufficient housing for special groups which make up a large part of most renewal areas' population, 3) lack of imagination in making the relocation program an integral part of the whole renewal program. Recommendations for the improvement of relocation administration may be summarized under four categories: 1) improvement of relocation procedures and requirement that all agencies which undertake work which displaces families adopt certain relocation procedures which have been developed for comprehensive relocation and which have proved successful, 2) review of relocation plans and programs of all agencies by the agency which is responsible for review and coordination of the physical plans for renewal, the city planning agency, 3) study and action to assure that cities will have the specific types of housing needed by displaced persons and will have such housing in adequate supply to provide housing for relocation of all families from current and future project sites, and 4) recognition of the importance and complexity of relocation by provision of adequate time for a comprehensive relocation program in project schedules and provision of adequate funds for relocation in project budgets.
