We provide one of the first attempts at explaining the differences in the crisis impact across developing countries and emerging markets. Using cross-country regressions to explain the factors driving growth forecast revisions after the eruption of the global crisis, we find that a small set of variables explain a large share of the variation in growth revisions. Countries with more leveraged domestic financial systems and more rapid credit growth tended to suffer larger downward revisions to their growth outlooks. For emerging markets, this financial channel trumps the trade channel. For a broader set of developing countries, however, the trade channel seems to have mattered, with countries exporting more advanced manufacturing goods more affected than those exporting food. Exchange-rate flexibility clearly helped in buffering the impact of the shock. There is also some -weaker-evidence that countries with a stronger fiscal position prior to the crisis were hit less severely. We find little evidence for the importance of other policy variables.

When a major crisis occurs, one country alone may not have sufficient resources, services, finances, and governance mechanisms to deal with mass casualties. Global crises may be the most complex involving, potentially, different aspects such as socio-economic aspects, geo-political factors, legal jurisdiction, cultural differences, and the coordination of multiple agencies and organisations. These aspects can generate barriers or facilitators in the international cooperation context. The main objective of this book is to fill this gap and build a crisis management framework for organisations and agencies when working with international crisis. This book is based on case studies. It was carried out an analysis across cases to figure out similarities and differences in order to identify behaviour patterns (key factors) and use them as a common framework for analogous cases. This research find out key factors affecting all phases of global crises are as follows: (1) Governance; (2) Service; (3) Resource; (4) Multi-agency Network; (5) Stakeholder; (6) Finance; (7) Barrier; (8) Facilitator. The studies of the cases also identify the main barriers to, and facilitators of effective multi-agency working and global cooperation. The purpose of this book is not to produce a general theory about crises, although one may emerge incidentally, but to create and use a crisis management framework (called CMF) for the understanding and management of international crises. CMF is compared with other existing international frameworks developed in the research and international organisations. The result of this comparison prove that CMF is the most complete. The study of CMF's impacts also reveals that it affects all levels of management: individual, departmental and organisational. In order to ratify the practical use of CMF, this book presents an information system called CRIMAFIS. It is a business intelligence system based on Artificial Intelligence (AI) techniques that uses the themes and codes emerged from data analysis and provides relevant information upon transnational disasters. The book develops a novel framework for the analysis of global crises. It differentiates crises on three dimensions: permanent, recurring and ephemeral crises. This conceptualization allows us to analyze global crises not only in their immediate environment, but makes it possible to understand them in the broader context of social instability. The approach revolves around the terminology of discursive dislocation which provides fundamental insights into diverse forms of social instability. A multidimensional conceptualization of dislocation is advanced which informs the differentiation of global crises. Furthermore, a methodological toolkit is developed and tailored to the theoretical framework, which makes it possible to utilize the book both theoretically and methodologically for the analysis of manifold forms of global crises. The book also provides a comprehensive analysis of the Covid-19 pandemic in the United States under Donald Trump. Making use of the aforementioned methodology, it presents a hands-on illustration of how the multidimensional framework can be utilized for practical analyses. The analysis reveals how the construction of the Covid-19 pandemic is embedded in the historically ingrained self-portrayal of the United States, and how crisis responses are invoked to serve particular socio-political purposes in retaining an established vision of the United States. Nadine Klopf is Research Fellow and PhD candidate in the Research Group on International Political Sociology at Kiel University, Germany. Her research focuses on crisis theory, discourse theory and poststructuralism in International Relations.
