What should we expect from democracy, and how likely is it that democracies will live up to those expectations? In The State of Democratic Theory, Ian Shapiro offers a critical assessment of contemporary answers to these questions, lays out his distinctive alternative, and explores its implications for policy and political action. Some accounts of democracy's purposes focus on aggregating preferences; others deal with collective deliberation in search of the common good. Shapiro reveals the shortcomings of both, arguing instead that democracy should be geared toward minimizing domination throughout society. He contends that Joseph Schumpeter's classic defense of competitive democracy is a useful starting point for achieving this purpose, but that it stands in need of radical supplementation--both with respect to its operation in national political institutions and in its extension to other forms of collective association. Shapiro's unusually wide-ranging discussion also deals with the conditions that make democracy's survival more and less likely, with the challenges presented by ethnic differences and claims for group rights, and with the relations between democracy and the distribution of income and wealth. On many criteria, Australia has been a pioneering democracy. As one of the oldest continuing democracies, however, a health check has long been overdue. Since 2002 the Democratic Audit of Australia, a major democracy assessment project, has been applying an internationally tested set of indicators to Australian political institutions and practices.The indicators derive from four basic principles--political equality, popular control of government, civil liberties and human rights and the quality of public deliberation. Comparative data are taken from Australia's nine jurisdictions, as well as from three comparator democracies, Canada, New Zealand and the United Kingdom, to identify strengths, weaknesses and opportunities for reform.Some of the findings are disturbing. First Published in 2016. In this book starts with the discussion located at the crossroads between two basic political principles. The first one is the democratic idea of representative government, based on elections by general suffrage. The second is the nation-state principle which says that the world is divided into sovereign states and that only those who are citizens can claim a right to take part in political life, in other words that foreign citizens are not allowed to participate in political elections. Democracy is honoured almost everywhere, at least as a principle, but the modern system of states presupposes that as a general rule only those who are citizens are entitled to vote, to stand for election, to join parties, and to participate in political debate and give voice to their political demands and interests. Both these basic political principles are young, and their pre sent confrontation is therefore also new to us.
