Environment, Economy and the 'Great Transformation' The State in the Forest uses a case study of conflict over use of wood - the principal source of energy and the primary raw material at the time - to offer an environmental history of the nineteenth century 'great transformation'. The focus is on Cadore, a supposedly peripheral area that was, in fact, at the core of the wood economy. The region comprises several valleys of the Eastern Italian Alps that constituted the main timber supply basin of Venice and other cities of the Veneto plain. With vivid and in-depth description of the role of forest resources for both local communities and state apparatus, the book sheds new light on key aspects of the nineteenth century agrarian world: the debate on wood shortage and the rise of scientific forestry; the social and environmental consequences of Napoleonic administrative reforms; the ambivalent relationship between privatisation of common lands and the restrictions imposed by state authorities on common and customary activities; the reorganisation of timber trade networks during the first steps of the industrial transition in continental Europe. Local socio-economic dynamics illuminate the interrelations between the macro and micro scales, showing how general transformations were perceived and experienced on the ground and how local actors were both subjects and agents of these events.

This innovative and interdisciplinary book makes a major contribution to common pool resource studies. It offers a new perspective on the sustainable governance of common resources, grounded in contemporary and archival research on the common lands of England and Wales - an important common resource with multiple, and often conflicting, uses. It encompasses ecologically sensitive environments and landscapes, is an important agricultural resource and provides public access to the countryside for recreation. Contested Common Land brings together historical and contemporary legal scholarship to examine the environmental governance of common land from c.1600 to the present day. It uses four case studies to illustrate the challenges presented by the sustainable management of common property from an interdisciplinary perspective - from the Lake District, Yorkshire Dales, North Norfolk coast and the Cambrian Mountains. These demonstrate that cultural assumptions concerning the value of common land have changed across the centuries, with profound consequences for the law, land management, the legal expression of concepts of common 'property' rights and their exercise. The 'stakeholders' of today are the inheritors of this complex cultural legacy, and must negotiate diverse and sometimes conflicting objectives in their pursuit of a potentially unifying goal: a secure and sustainable future for the commons. The book also has considerable contemporary relevance, providing a timely contribution to discussion of strategies for the implementation of the Commons Act of 2006. The case studies position the new legislation in England and Wales within the wider context of institutional scholarship on the governance principles for successful common pool resource management, and the rejection of the 'tragedy of the commons'.

The Contested Floodplain tells the story of institutional changes in the management of common pool resources (pasture, wildlife, and fisheries) among Ila and Balundwe agro-pastoralists and Batwa fishermen in the Kafue Flats, in southern Zambia. It explains how and why a once rich floodplain area, managed under local common property regimes, becomes a poor man's place and a degraded resource area. Based on social anthropological field research, the book explains how well working institutions in the past, regulating communal access to resources, have turned into state property and open access or privatization. As a basis for analysis, the author uses Elinor Ostrom's design principles for well working institutions and the approach of the New Institutionalism by Jean Ensminger. The latter approach focuses on external factors and change in relative prices. It explains how local actors face changing bargaining power and use different ideologies to legitimize and shape resource use regulations. The study focuses on the historic developments taking place since pre-colonial and colonial times up to today. Haller shows how the commons had been well regulated by local institutions in the past, often embedded in religious belief systems. He then explains the transformation from common property to state property since colonial times. When the state is unable to provide well functioning institutions due to a lack in financial income, it contributes to de facto open access and degradation of the commons. The Zambian copper-based economy has faced crisis since 1975, and many Zambians have to look for economic alternatives and find ways to profit from the lack of state control (a paradox of the present-absent state). And while the state is absent, external actors use the ideology of citizenship to justify free use of resources during conflicts with local people. Also within Zambian communities, floodplain resources are highly contested, which is illustrated through conflicts over a proposed irrigation scheme in the area. The different actors and interest groups use ideologies such as citizenship vs. being indigenous, ethnic identity vs. class conflict, and modernity vs traditional way of life to legitimize land claims.
