In order to complement the ongoing macroeconomic and safety net reforms in Egypt, it is important to foster additional sector-specific economic growth, especially in sectors that are good at creating jobs and reducing poverty. One sector that may help foster socioeconomic development in coming years is agriculture and related agro-processing industries. This paper shows that agriculture in Egypt continues to play a relatively important role in the economy compared to other mid-dle income countries. The sector’s stable growth performance has proved to be a reliable contributor to economy-wide output growth over the past decades. The underlying productivity gains have prevented the country’s food import depend-ency ratio from rising in spite of rapidly growing food demand.

Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

Indonesia has managed to combine high rates of growth, rapid reductions in rural poverty and a significant structural transformation of its economy all at the same time without a big increase in urban manufacturing. Agriculture was a critical part of this transformation through two important channels. First, export-oriented agriculture, particularly palm oil and rubber contributed to rising foreign exchange receipts and helped make compatible rapid growth without balance of payments pressure on the macro economy. Second, through the release of workers from low productivity agriculture to more productive nonagricultural activities, structural change contributed between 25 and 50 percent of the rise in national labor productivity depending on the period. The government also played an important role in agricultural development and productivity growth. Public investments in irrigation in combination with subsidies for fertilizer and improved seeds increased agricultural productivity generating an adequate supply of food for domestic needs with less labor.
