How do governments in Africa make decisions about language? What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.

This study explores the predicament of Anglophone Cameroon - from the experiment in federation from 1961 to the political liberalisation struggles of the 1990s - to challenge claims of a successful post-independence Cameroonian integration process. Focusing on the perceptions and actions of people in the Anglophone region, Atanga argues that what has come to be called the 'Anglophone Problem' constitutes one of the severest threats to the post-colonial nation-state project in Cameroon. As a linguistic and cultural minority, Anglophone Cameroonians realised that the Francophone-led state and government were keener in assimilation than in implementing the federal and bilingual nation agreed upon at reunification in 1960. Calls for national integration became simply a subterfuge for the assimilation of Anglophones by Francophones who dominated the state and government. The book details the various measures undertaken to exploit the Anglophone regionís economy and marginalise its people. Principally the economic structures meant to facilitate self-reliant development were undermined and destroyed. Institutionalised discrimination took the form of the exclusion of Anglophones from positions of real authority, and depriving the region of any meaningful development. With the advent of multi-party politics, most Anglophone Cameroonians increasingly have made vocal demands for a return to a federation, in order to adequately guarantee their rights and recognition for them as a political and cultural minority. Actively encouraged by France, the Francophone-led regime in Cameroon has refused to yield to such demands, despite the grave danger of violent conflict and possible secession.

In 1999 (August 30 - September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon - the city and country of its birth. The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. This collection of essays assesses the efforts of African governments to constitutionalise decentralisation, be it in the form of federalism, local government or traditional authorities. Since the end of the Cold War jurisdictions across Africa have witnessed an ostensible return to multi-party democracy within the paradigm of constitutionalism and the rule of law. Linked to the democratisation process, many countries took steps to decentralize power by departing from the heavily centralized systems inherited from colonial regimes. The centralization of power, typically characterized by the personalization and concentration of power in the hands of leaders and privileged elites in capital cities, mostly resulted in repressive regimes and fragile states. As decentralisation is a response to these challenges, this volume analyses the dynamic relationship between the efforts to implement decentralization and presence or absence of constitutionalism. This volume examines a variety of forms and degrees of decentralization found across Africa. The Mbos are a large ethnic group in present day Cameroon and were an important and powerful group until the Anglo-French partition. Following the defeat of the colonial power, Germany, in the First World War, the League of Nations in a March 1916 Mandate, partitioned the territory into two unequal halves among the victorious imperial powers of England and France, to be governed in trust as from 1922. As a result of the partition, the Mbos, who happened to find themselves right along the lines of division, were thrust under French and English administrations. Roughly two thirds of the Mbos found themselves in what had then become French (East) Cameroon, while the remaining one third was placed under British (West) Cameroon rule. Today the Mbos, as a whole, occupy parts of the Littoral and Western (Francophone) and Southwest (Anglophone) regions of Cameroon. While the Francophone Mbos have, over the decades, benefited from all aspects of economic, social, political, and agricultural development, the Anglophone Mbos have been isolated and deprived of all the outward and physical - tangible - aspects of socio-economic and political progress. The persistence of such colonial divisions makes for inequality among the Mbos, despite their common ancestry, ethnicity and cultural heritage. This book seeks to update diverse aspects of the study conducted on the British Mbos by J.W.C. Rutherford and others as a first step toward a comprehensive publication on the Anglophone Mbos.
