English globally connects the modern world, bridges the gap between different people from different countries and enables greater mutual understanding between different ethnic groups. Its worldwide significance is well-expressed by the eagerness with which non-English countries adapt their educational language policies. The language development of a country plays an important role with respect to its present/historical background and cultural characteristics. The implementation of a new national language policy would change its language ecology and cultural self-understanding. I take a closer look on the relation between language policies and culture, regarding the impact of such policies on the cultures of Taiwan. Using the historical examples of Vietnam and Singapore can be demonstrated that the imposition of a new language on the existing vernaculars in a society creates cultural problems of identification of an ethnic group under any form of foreign dominance. Linguistically speaking, the new situation with global English is conquering Taiwan and compelling children to solve the dilemma between the cultural identity and the alienating language policy.

The consolidation of Taiwanese identity in recent years has been accompanied by two interrelated paradoxes: a continued language shift from local Taiwanese languages to Mandarin Chinese, and the increasing subordination of the Hoklo majority culture in ethnic policy and public identity discourses. A number of initiatives have been undertaken toward the revitalization and recognition of minority cultures. At the same time, however, the Hoklo majority culture has become akin to a political taboo. This book examines how the interplay of ethnicity, national identity and party politics has shaped current debates on national culture and linguistic recognition in Taiwan. It suggests that the ethnolinguistic distribution of the electorate has led parties to adopt distinctive strategies in an attempt to broaden their ethnic support bases. On the one hand, the DPP and the KMT have strived to play down their respective de-Sinicization and Sinicization ideologies, as well as their Hoklo and Chinese ethnocultural cores. At the same time, the parties have competed to portray themselves as the legitimate protectors of minority interests by promoting Hakka and Aboriginal cultures. These concomitant logics have discouraged parties from appealing to ethnonationalist rhetoric, prompting them to express their antagonistic ideologies of Taiwanese and Chinese nationalism through more liberal conceptions of language rights. Therefore, the book argues that constraints to cultural and linguistic recognition in Taiwan are shaped by political rather than cultural and sociolinguistic factors. Investigating Taiwan’s counterintuitive ethnolinguistic situation, this book makes an important theoretical contribution to the literature to many fields of study and will appeal to scholars of Taiwanese politics, sociolinguistics, culture and history.

The history of language modernization in East Asia has been discussed in literature covering Japan, China, Korea, Vietnam, but to date the case Taiwan remained unexplored. The increasing prominence of Taiwan on the international scene necessitates a deeper understanding of its linguistic culture that is equally prone to the sensitivities and current pattern of globalization. Precisely in this context, the study by Ann Heylen examines the history and nature of language modernization in Taiwan during the Japanese colonial period (1895-1945). Japanese colonization of the island was one of the major currents propelling the discourse on language reform. The colonized elite came to reflect on the state of their spoken and written Chinese languages, and more specifically, the channels by which they adopted contemporaneous models of language. Focus of attention are three language reform movements that emerged throughout the 1920s and 1930s and the arguments each of them presented in selecting a linguistic norm as an appropriate means to counter the Japanese foreign language imposition and its cultural ideology. These three were the Romanized Taiwanese, Mandarin baihuawen and Written Taiwanese movements. How did they emerge in the colonial context? How significant was the influence of the May Fourth movement and model of Chinese language standardization? What were the major arguments for and against the Written Taiwanese movement? To what extent was each movement tolerated or not by the Japanese colonial authorities, and what was the response of society at large? And last but not least: What is their relevance for present day Taiwanese issues on language and culture in identity formation?

Language policies are political. They have political consequences as well as political origins. In State Traditions and Language Regimes, scholars from Asia, Europe, and North America shift focus from the consequences of language policies to how and why states make language policy choices.
