This study seeks to demonstrate that Japan can best satisfy its international security interests by assuming a combatant role in current and future multinational military coalitions. The study labels this alternative military posture "martial internationalism." An understanding of how Japanese military policy serves its overall international security interests is a central concern of this study. Japan's international security interests are defined as: (1) shaping a stable international security environment, (2) supporting the United Nations, and (3) upholding the Japan-United States alliance. Factors considered in this argument include trends in Japan's postwar military policy evolution and recent military activities and developments. The nature of Japan's current domestic military policy debate is analyzed in terms of relevant political, social, military, and economic perspectives. Regional and international ramifications of a more militarily assertive Japan are explored. The study investigates the potential for martial internationalism to realize Japan's international security interests and to permit a greater Japanese military contribution to the ongoing War on Terrorism. Finally, the study offers specific recommendations for both Japan and the United States toward implementing this alternative strategic design.I. INTRODUCTION * II. CONCLUSIONOn one hand, Japan faces considerable domestic and regional opposition to the use of the Japanese Self-Defense Forces (JSDF) in any but the most limited missions. These interests tend to favor a pacifist Japanese military orientation. Conversely, reasoned and legitimate use of its military in support of the interests of the international community presents Japan with a significant opportunity to bolster its prestige and leadership position in global affairs. In spite of this, many people fear that increased military activity could lead to a resurgence of Japanese militarism or, to a lesser degree, a military posture of autonomy. Because of these conflicting influences, Japan remains in a state of virtual paralysis regarding its national military policy - a military posture the thesis labels "static ambivalence." Yet, history shows that despite this ambivalent attitude, Japanese military policy has evolved significantly since the end of the Second World War. This is especially true in the last ten years. Shifts from Japan's initial postwar pacifism were few in number but dramatic in their effect, demonstrating a tendency over time toward fewer constraints and greater flexibility of action. During the early years of the Cold War, Japan focused almost solely on economic growth and recovery while only reluctantly succumbing to American pressures to provide for its own defense. When Japan achieved economic power in the 1970s, its military policy became even more connected to the other two pillars of the comprehensive security triad: diplomacy and trade. This forced wider the gap between Japanese and American views of the alliance. Later, Soviet, then Chinese and North Korean security threats prompted Japan to assert itself more in the military arena. These actions brought the nation into greater harmony with American global defense strategies and greatly strengthened the alliance in the 1990s. Finally, with the recent advent of the War on Terrorism, Japan has received a momentous opportunity to reform its military policy and embark on a renewed path toward becoming a "normal" nation.

Japan has been expanding its military roles in the post-Cold War period. This book analyses the shift in Japan’s security policy by examining the collective ideas of political parties and the effect of an international norm. Starting with the analysis of the collective ideas held by political parties, this book delves into factors overlooked in existing literature, including the effects of domestic and international norms, as well as how an international norm is localised when a conflicting domestic norm already exists. The argument held throughout is that these factors play a primary role in framing Japan's security policy. Overall, three security areas are studied: Japan’s arms trade ban policy, Japan’s participation in United Nations Peacekeeping Operations, and Japan’s enlarged military roles in international security. Close examination demonstrates that the weakening presence of the left since the mid-1990s and the localisation of an international norm encouraged Japan to broaden its military role. Providing a comprehensive picture of Japan’s evolving security policy, this book asserts that shifts have occurred in ways that do not violate the pacifist domestic norm. In this book, Daniel Kliman argues that the years following September 11, 2001, have marked a turning point in Japan's defense strategy. Utilizing poll data from Japanese newspapers as well as extensive interview material, Kliman chronicles the erosion of normative and legal restraints on Tokyo's security policy. In particular, he notes that both Japanese elites and the general public increasingly view national security from a realpolitik perspective. Japan's more realpolitik orientation has coincided with a series of precedent-breaking defense initiatives. Tokyo deployed the Maritime Self-Defense Force to the Indian Ocean, decided to introduce missile defense, and contributed troops to Iraq's post-conflict reconstruction. Kliman explains these initiatives as the product of four mutually interactive factors. In the period after September 11, the impact of foreign threats on Tokyo's security calculus became ever more pronounced; internalized U.S. expectations exerted a profound influence over Japanese defense behavior; prime ministerial leadership played an instrumental role in deciding high profile security debates; and public opinion appeared to overtake generational change as a motivator of realpolitik defense policies. This book rebuts those who exaggerate the nature of Japan's strategic transition. By evaluating potential amendments to Article 9, Kliman demonstrates that Tokyo's defense posture will remain constrained even after constitutional revision.

This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.
