Rice has been an important integral part of the economy of Thailand or centuries. Not only is rice the staple diet of the people but it also provides the major part of export earnings as well. Since economic development is stressed in Thailand, a demand study of rice is appropriate, especially domestic demand, in order to aid in determining a sound agricultural development plan. The purposes of this study were: (1) to examine the trend in rice production, (2) to investigate the factors affecting the domestic demand for rice, (3) to consider the relative importance of rice to economic growth, and (4) to project future domestic demand for rice. In the past decade the trend in annual rice consumption per capita has varied from 108 to 137 kilograms with no apparent trend although there has been some decline in the past three years. Change in the price of rice and income of consumers do not have a significant effect on quantity of rice consumed. The very significant factor that does affect the change in aggregate demand for rice is the growth of population which is at the rate of 3.2 percent. It is estimated that a change in one million population is associated with a change in the same direction of 170,000 tons for rice consumed. As for demand for other purposes in the country, demand for seed should remain stable because the farm land area is not expected to increase, while demand for miscellaneous uses will be an increasing trend. Demand for export has varied from 1.0 to about 1.6 million metric tons during the last ten years. The major factor affecting the rice export volume is the production of the previous year. Price of rice in the world market and income of the importing countries seems to be next in importance. The projected domestic demand in 1970, which is estimated at 8.80 million metric tons, combined with the amount of the average export in the last decade, which is 1.30 million metric tons (2.00 million metric tons on a paddy basis), means total requirement of 10.80 million metric tons. If production is maintained at the 1961 level which was 7.85 million metric tons, the supply of rice will fall short of total requirements by 2.95 million metric tons or 27.3 percent, In the past several years rice production has not increased in proportion to the increase in the farm area. Therefore, ways and means must b e found to meet increasing requirements by increasing both production and productivity at the same time. Only in this way will there be enough rice for domestic use and for export which is essential to continued growth of the country. An economic development plan needs to emphasize an increase in rice production which will help increase the growth rate of the GNP and, of course, increase the income to farmers.

Since 2012/13, rice exports to China (which may have reached two million tons in 2015/16) boosted total demand for Myanmar’s rice and rice prices. In mid-2016, however, China stopped rice imports through the main land entry point, putting substantial downward pressure on prices. Analysis presented in this paper, based on econometric estimates of consumption parameters and a simple model of Myanmar’s rice supply and demand, suggests that market prices would fall by 26 to 43 percent or more (in real terms) in the absence of increased exports to the world market and/or government domestic procurement. Such a decline in prices could have seriously harmed Myanmar’s rice producers, including many poor farmers with marketable surpluses. Model simulations suggest that government procurement of about one million tons would limit the estimated price decline to only 17 to 30 percent. Further refinements in the simulations are needed to take account for the seasonal nature of paddy production in Myanmar, possible price-responsiveness of export demand and the effects of changes in paddy incomes on farmer demand for rice. Medium-term analysis of procurement, storage and future sales is needed to analyze fiscal costs under various scenarios, as well, covering alternative shocks to production, export demand and world prices. Nonetheless, the main results are clear: without substantial market interventions on the order of one million tons (milled rice equivalent), the paddy (rice) price could fall dramatically when production increases or export demand declines.

In the long term the country was able to reduce poverty and undernourishment, because of its steady and strong economic growth. A typical household spends nearly half of its total food intake on rice. Therefore, high rice prices make especially the poor vulnerable to price increases. In order to estimate how and to which extend rice price volatility affects demand, the daily calorie intake is focused with regard to a price increase of 10 % and 30 %. Based on the assumption that people are food insecure a total calorie intake of 2,100 calories/day/person is taken into account as poverty line. Usually households consume less rice if the price is on a higher level. In Indonesia richer households have a more price-elastic demand if rice prices increases than poor households. On the contrary, those who are net consumers or producers of rice as well as governmental supported poor households have a relatively price-inelastic demand for rice. This fact is different for households which differ in income level and location. This paper comes up with the conclusion that for rich urban households rice is a Giffen good and that they consume more of it when prices are high while the consumption of poorer rural households suffers. The same procedure applies for rural households.

Policy making in food security is at a crossroads in India, particularly for the rice crop. Whereas India has emerged has a leading rice exporter over the last two years, the government has also introduced a large food subsidy program called the National Food Security Act. The program requires that 33.6 million metric tons of rice per year be distributed to the marginalized rural and urban populations of the country. In this study, we analyze the long-term impact of India’s Food Security Act on its domestic rice market and the international market for rice. We specify and apply a structural demand-and-supply model to India’s rice market and link it with the world rice market, as part of a broad partial equilibrium modeling system of international agriculture commodity markets. We specifically focus on three different scenarios—subsidy as a price effect, subsidy as an inelastic income effect, and subsidy as an elastic income effect—under the broader framework of the National Food Security Act. We find that at the end of the projection period (the 2024/2025 crop year), as a result of the rice subsidy program, the consumption of rice increases significantly by 6,831 thousand metric ton (MT) in the case of the price effect while the inelastic income effect has little on production, consumption which increase by 265 thousand MT and 269 thousand MT, respectively and no impact on rice export of India.
