Measures of governance and stateness have grown substantially in number over recent decade, and gained also greater importance in building public discourses and orienting decision-making processes. Yet there seems to be little agreement on what exactly these measures represent. This paper claims that the proliferation of metrics can only be understood against the conceptual hybridity and indeterminacy in which the notions of governance and stateness have entangled. To frame this creative disorder, the first part of the paper introduces the current debate on measuring governance and stateness. The second explores the sematic fields of the two concepts, while the third one provides an overview on existing measures and methodological questions. The fourth part explores normative demands and policy prescriptions linked to this production and the fifth section analyses in depth three different measures: The Rule of Law Index, the Sustainable Governance Indicators and the State Fragility Index. The sixth part concludes by summarising the relevance of exploring both conceptual and normative challenges in the use and production of these measures.

The practice of good governance distinguishes successful democratic nations from those many states which do little for their people. Governance is the delivery of a number of critical public goods to citizens: security, rule of law, political freedoms, an enabling framework for economic performance, education, health, and so on. Where a regime fails to perform?fails to provide reasonable quantities and qualities of essential public goods?it is governing poorly. But can the nations of the world, particularly the nations of the developing world, be rated according to how well they govern? Is it desirable, and possible, to develop a set of rankings of countries with the best governed at the top and least well governed at the bottom? Could such a ranking system, analogous to that developed by Transparency International for corruption, encourage countries to attempt to govern themselves more effectively?Marie Besancon?s Good Governance Rankings: The Art of Measurement, WPF Report 36, examines the nature of the governance problem and the extent to which the salient questions have been answered. She reports on a WPF-Program-organized meeting at the Kennedy School of Government that discussed these and other critical governance issues. Global Governance from Regional Perspectives argues that the academic debate on global governance has neglected the combination of power with value constellations/culture. The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. Abstract: The authors report on the latest version of the worldwide governance indicators, covering 213 countries and territories and measuring six dimensions of governance from 1996 until end-2005: voice and accountability, political stability and absence of violence, government effectiveness, regulatory quality, rule of law, and control of corruption. The latest indicators are based on hundreds of variables and reflect the views of thousands of citizen and firm survey respondents and experts worldwide. Although global averages of governance display no marked trends during 1996-2005, nearly one-third of countries exhibit significant changes [for better or for worse] on at least one dimension of governance. Three new features distinguish this update. (1) The authors have moved to annual reporting of governance estimates. This update includes new governance estimates for 2003 and 2005, as well as minor backward revisions to biannual historical data for 1996-2004. (2) The authors are, for the first time, publishing the individual measures of governance from virtually every data source underlying the aggregate governance indicators. The ready availability of the individual data sources underlying the aggregate governance indicators is aimed at further enhancing the transparency of the methodology and of the resulting aggregate indicators, as well as helping data users and policymakers identify specific governance challenges in individual countries. (3) The authors present new evidence on the reliability of expert assessments of governance which, alongside survey responses, form part of the aggregate measures of governance.
