Despite continual efforts to resolve the dilemma of public participation by planning practitioners and theorists alike, there is little progress in translating citizen involvement into citizen influence. Existing literature has continually called for the democratization of planning and the delegation of power to grassroots citizen organizations, but has given little in the ways of applied examples of how to achieve this. This study assesses the processes of public participation within housing cooperatives in the United States to demonstrate an example of self-governance in spatial planning (or planning without planners) and garner potential insights into the advancement of contemporary practice towards the resolution of the dilemma of public participation. Through a content analysis of interviews with members of limited equity cooperatives in Miami, Florida and New York City, this study found that the housing cooperatives demonstrated a citizen-led planning process analogous to that of contemporary planning. This study found that the participatory processes of cooperatives share similar disconnections between citizen participation and tangible influence. However, this study found that housing cooperatives more broadly provides evidence towards the democratization of planning, serving as an example of successful citizen control over a planning process.
