"The period between 2001 and 2008 saw the longest commodities boom in recent history. Resource-rich countries across the world developed more interest in the profits, control and ownership of their natural resources. South Africa, which did not benefit much from the boom in commodity prices, was nonetheless affected by the emergent resource nationalism trend, and it became the focus of the governing party's 2010 National general council, which ultimately resulted in the constitution of a committee to review the country's policy and legislative framework regarding 'natural wealth beneath the soil'. Although the resurgence of resource nationalism is a recent phenomenon, the idea of state intervention in the economy, and the extractive sector in particular, is not new. Resurgent resource nationalism is a qualitative study, undertaken by MISTRA for SASOL Ltd, that looks at the resurgence of resource nationalism over the past ten years. Conflicts over subterranean resources, particularly tin, oil, and natural gas, have driven Bolivian politics for nearly a century. “Resource nationalism”—the conviction that resource wealth should be used for the benefit of the “nation”—has often united otherwise disparate groups, including mineworkers, urban workers, students, war veterans, and middle-class professionals, and propelled an indigenous union leader, Evo Morales, into the presidency in 2006. Blood of the Earth reexamines the Bolivian mobilization around resource nationalism that began in the 1920s, crystallized with the 1952 revolution, and continues into the twenty-first century. Drawing on a wide array of Bolivian and US sources, Kevin A. Young reveals that Bolivia became a key site in a global battle among economic models, with grassroots coalitions demanding nationalist and egalitarian alternatives to market capitalism. While US-supported moderates within the revolutionary regime were able to defeat more radical forces, Young shows how the political culture of resource nationalism, though often comprising contradictory elements, constrained government actions and galvanized mobilizations against neoliberalism in later decades. His transnational and multilevel approach to the 1952 revolution illuminates the struggles among Bolivian popular sectors, government officials, and foreign powers, as well as the competing currents and visions within Bolivia’s popular political cultures. Foreign direct investment in the natural resource industries is fostered through the signing of concession agreements between the host State and the investor. However, such concessions are susceptible to alteration by the host State, meaning that many investors now require the insertion of stabilization clauses. These are provisions that require the host State to agree that they will not take any administrative or legislative action that would adversely affect the rights of the investor. Arguing that it is necessary to have some form of flexibility in concession agreements while still offering protection of the legitimate expectations of the investor, Resource Nationalism in International Investment Law proposes the insertion of renegotiation clauses in order to foster flexible relationships between the investor and the host State. Such clauses bind the parties to renegotiate the terms of the contract, in good faith, when prevailing circumstances change. However these clauses can also prove problematic for both State and investor due to their rigidity. Using Zambia as a case study, it highlights the limitations of the efficient breach theory to emphasise the need for contractual flexibility.

In 2007, the left came to power in Ecuador. In the years that followed, the “twenty-first-century socialist” government and a coalition of grassroots activists came to blows over the extraction of natural resources. Each side declared the other a perversion of leftism and the principles of socioeconomic equality, popular empowerment, and anti-imperialism. In Resource Radicals, Thea Riofrancos unpacks the conflict between these two leftisms: on the one hand, the administration's resource nationalism and focus on economic development; and on the other, the anti-extractivism of grassroots activists who condemned the government's disregard for nature and indigenous communities. In this archival and ethnographic study, Riofrancos expands the study of resource politics by decentering state resource policy and locating it in a field of political struggle populated by actors with conflicting visions of resource extraction. She demonstrates how Ecuador's commodity-dependent economy and history of indigenous uprisings offer a unique opportunity to understand development, democracy, and the ecological foundations of global capitalism.

Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. In Resource Nationalism in Indonesia, Eve Warburton traces nationalist policy trajectories in Indonesia back to the preferences of big local business interests. Commodity booms often prompt more nationalist policy styles in resource-rich countries. Usually, this nationalist push weakens once a boom is over. But in Indonesia, a major global exporter of coal, palm oil, nickel, and other minerals, the intensity of nationalist policy interventions increased after the early twenty-first-century commodity boom came to an end. Equally puzzling, the state applied nationalist policies unevenly across the land and resource sectors. Resource Nationalism in Indonesia explains these trends by examining the economic and political benefits that accrue to domestic business actors when commodity prices soar. Warburton shows how the centrality of patronage to Indonesia's democratic political economy, and the growing importance of mining and palm oil as drivers of export earnings, enhanced both the instrumental and structural power of major domestic companies, giving them new influence over the direction of nationalist change.

The natural resource endowments, which attracted the colonialists to Africa many centuries ago still constitute the mainstay of most if not all economies on the continent. In recent time there has been an agitation for nationalisation of the mining industry among others. The question that the lecture seeks to address is whether natural resource endowment has any meaningful role in driving long-term increases in per-capita income or economic development. A subsidiary question is whether state ownership of the natural resource endowment can effectively propel our countries to developed-economy status. In order to address these questions the lecture reviews the evolution of mainstream economic thought regarding progress from the medieval period to contemporary times. The endogenous growth theory, the conventional and dominant growth theory, identifies human and knowledge capital accumulation as well as constant innovation as the key determinants of long-term growth in per-capita income. A brief case study of Botswana and South Korea, two countries that have equally recorded impressive growth outcomes over the period 1960-2000, shows that South Korea's advanced state of development is largely due to the country's high level of human and knowledge capital stock. -- Abstract.
