"The character of war is changing. As the US prepares for future threats, it must recognize how the rise of Gray Zone tactics is blending the line between peace and war, competition and conflict. Future engagements may not rise to conventional force-on-force warfare but live in the realm of ambiguous actions below the level of declared war. Given that assumption, it must be recognized that the US will not be able to prepare for or recognize all possible threats and surprises. Therefore, this paper sets out to investigate how to respond to instances of subversive diplomatic surprise (SDS), defined as the use of deception and non-attribution as tools of diplomacy to achieve military supremacy over an adversary. It set out to look at how SDS has been employed in the past, and how it could be used in the future. Specifically, this paper looked at how to control the consequences of SDS by identifying the political conditions under which an aggressor is most likely to attempt to use it to undermine an opponent. To investigate the political conditions under which SDS might be pursued, this paper analyzed case studies using a structured focused comparison. It posed six questions against three cases studies: the 1973 October War, the 1998 Indian Nuclear test, and the 2014 Russian annexation of Crimea. The goal of this paper was to find potential causal logic or patterns of behavior that would allow intelligence officials to better focus their limited resources against adversaries determined to use surprise as a tool for pursuing both military and diplomatic goals, and who are best postured to do so. Analysis found the leading political factors contributing to use of SDS are: a desire for greater prestige or power; acceptance of the risk that tactical losses may still be able to yield strategic gains; the capability and plans to hide intentions or actions from the international community; a strong, focused leader with the ability to limit dissemination of information and the will to take action; and a small team of trusted advisors who can follow the strategic message and help execute and stay within the original scope of the plan."--Abstract.

Long before Germany's blitzkrieg swept the West, European leaders had received many signals of its imminence. Stalin, too, had abundant warning of German designs on Russia but believed that by avoiding "provocative" defensive measures he could avert the attack that finally came in June 1941. And the stories of the Japanese attack on Pearl Harbor, the Korean War, and three Arab-Israeli conflicts are replete with missed opportunities to react to unmistakable warnings. Richad K. Betts analyzes surprise attacks during the mid-twentieth century to illustrate his thesis: surprise attacks occur, not because intelligence services fail to warn, but because of the disbelief of political leaders. "Although the probability is low that the United States will fail to deter direct attack by the Soviet Union," Betts says, "the intensity of the threat warrants painstaking analysis of how to cope with it." His own investigation of the historical, psychological, political, diplomatic, and military aspects of his subject heightens understanding of why surprise attacks succeed and why victim nations fail to respond to warnings. In discussing current policy he focuses on the defense of Western Europe and applies the lessons of history to U.S. defense planning, offering detailed recommendations for changes in strategy. Obviously some of the potential dangers of military surprise cannot be prevented. The important thing, he emphasizes, is that "without forces that exceed requirements (the solution Moscow appears to have chosen), it is vital to ensure that what forces exist can be brought to bear when needed.

Widely acknowledged as the two most important works on strategy and war, " The Art of War " by Sun Tzu and " On War " by Carl von Clausewitz have long been studied on a discrete basis, with the assumption that the theses they advanced were fundamentally at odds. This fact alone tempts the professional strategist to compare these great works in their entirety in order to discover the extent to which they are actually contradictory, similar, or complementary. It is, however, easy to understand why strategists might be reluctant to undertake such a comparison. Surely few scholars are equally accomplished in the fields of Chinese history, culture, and language and European history at the turn of the 19th century; and even if such distinguished scholars were to exist, it is even less likely that they would be professional strategists as well. In view of such obstacles, this essay adheres to a content analysis of these two texts while avoiding a more general historical, philosophical, cultural or linguistic analysis. Thus, the respective texts are quoted extensively in the interest of allowing Clausewitz and Sun Tzu to speak for themselves.
