The Doha Round of WTO negotiations commenced in November 2001 to further liberalize international trade and to specifically seek to remove trade barriers so developing countries might compete in major markets. This book brings together an international team of leading academics and researchers to explore the main issues of the Doha Round trade negotiations, such as agriculture, pharmaceuticals and services trade. The global economic and financial crisis has awakened protectionist sentiments around the world, and policymakers have failed to actively seek trade liberalization. In light of this, some have proposed abandoning the Doha Round and starting over with a new agenda. Figuring Out the Doha Round argues that this is far from the time to drop the Doha Round and that it is now more important than ever to sustain political support for the rules-based multilateral trade system. This important new study recommends modest increments in market access commitments by G-20 countries beyond tariff and subsidy cuts in agriculture and nonagricultural market access (NAMA), and policy reforms in customs procedures and related areas that slash red tape and cut transactions costs for exporting and importing goods and services. With additional effort by the G-20 countries, WTO countries can put together a Doha package that is both ambitious and balanced between the interests of developed and developing countries. The study finds that following these recommendations can lead to a world GDP gain of almost $300 billion a year.

Abstract: This paper discusses what could be done to expand services trade and investment through a multilateral agreement in the World Trade Organization. A distinction is made between market access liberalization and the regulatory preconditions for benefiting from market opening. The authors argue that prospects for multilateral services liberalization would be enhanced by making national treatment the objective of World Trade Organization services negotiations, thereby clarifying the scope of World Trade Organization commitments for regulators. Moreover, liberalization by smaller and poorer members of the World Trade Organization would be facilitated by complementary actions to strengthen regulatory capacity. If pursued as part of the operationalization of the World Trade Organization's 2006 Aid for Trade taskforce report, the World Trade Organization could become more relevant in promoting not just services liberalization but, more importantly, domestic reforms of services policies.

Following the Doha trade talks in November 2001, the World Trade Organisation (WTO) has started an intensive, three-year round of further international trade negotiations. This text explains the new Work Programme guiding these negotiations. Far from constituting a "development agenda" as the rich countries have claimed, the author shows that issues of great importance to developing countries like textiles and balance of payments do not even figure. Instead, the Work Programme gives special attention to those areas which are of interest to the major developed countries, thereby further increasing the imbalance in the WTO system between North and South. He examines each issue likely to figure in the new negotiations, including agriculture, services, subsidies, anti-dumping, regional trade arrangements, dispute settlement, industrial tariffs, intellectual property rights, investment, competition policy, transparency in government procurement, trade facilitation and electronic commerce. He makes practical policy proposals for the revision of the existing WTO Agreements to protect and improve the development prospects of the poor and disadvantaged countries.
