From grassroots to global activism, the untold story of the world's first domestic workers' movement. Domestic workers exist on the margins of the world labor market. Maids, nannies, housekeepers, au pairs, and other care workers are most often ‘off the books,’ working for long hours and low pay. They are not afforded legal protections or benefits such as union membership, health care, vacation days, and retirement plans. Many women who perform these jobs are migrants, and are oftentimes dependent upon their employers for room and board as well as their immigration status, creating an extremely vulnerable category of workers in the growing informal global economy. Drawing on over a decade’s worth of research, plus interviews with a number of key movement leaders and domestic workers, Jennifer N. Fish presents the compelling stories of the pioneering women who, while struggling to fight for rights in their own countries, mobilized transnationally to enact change. The specificities of domestic work in relation to the workplace alongside the intersections of gender, class, and caste indicate a complex picture in India. Though domestic workers have become a significant workforce in all large cities and even in small towns, not much information on the specificity and complexity of the sector and its challenges is available. The papers in this volume address interesting dimensions of the domestic work section, including exclusion of domestic workers, the reluctance and discomfort in accepting domestic workers as "workers," alternative approaches to unionizing and the specific experiences in organizing taking up the challenge of negotiating personal relations, and the specificities of work. A critical analysis of state policies and regulation of domestic work alongside specific issues of legal intervention is also attempted in this collection--both specific to existing legislation as well as in the broad framework of labor as well as women's rights. This study emphasizes the need to locate undervaluation and poor status of domestic workers in the devaluation of house work within capitalist development, an issue that feminist scholarship has raised time and again.

Migrant women across Asia disproportionately work in precarious, insecure, and informal employment sectors that are subject to few regulations, pay low wages, and expose women to harm, of which domestic work is among the most prevalent. This book uses the cases of the Philippines and Sri Lanka to develop a comprehensive, intersectional, rights-based approach to better protect women migrant domestic workers against exploitation. As accounts of exploitation, gender-based violence, torture, and death among migrant domestic workers increase, the recognition and defence of their human and labour rights is an urgent necessity. The Philippines and Sri Lanka are two of the leading labour-sending states of women domestic workers in Asia, and their economies have become increasingly dependent on the remittances they send back home. Drawing on extensive original research this book argues that these two sending states are guilty of structural violence by sustaining a network of institutions, policies and practices, which serve to systematically disadvantage and discriminate against women migrant domestic workers. The research covers the entire migration process, from pre-departure, through to overseas employment, followed by return and reintegration. This book’s innovative application of structural violence theory as a way to investigate the role of state institutions in labour-sending countries in the Global South will be of interest to researchers from across the fields of migration studies, gender studies, human rights law, and Asian Studies.
