The central topic in this volume is change in the nature and composition of local elites, in roughly the period from the first half of the nineteenth century until the second half of the twentieth century. This volume contains contributions which focus on developments in the Western world, with an emphasis on cases in Great Britain, Germany, Belgium, the Netherlands and the United States. These cases reveal how simultaneously emerging and diminishing local elites were exposed to a fundamentally changing balance in local political, social and cultural arrangements during the era of industrialization and urbanization. The political role of local elites in a dynamic urban environment is at the heart of analysis in the volume. Formal (local government, bureaucracy) and informal (cultures and styles, networks, social groups and movements) local politics are studied. Central questions which are addressed in the contributions include: what did local elites want, what were their aims, what was their purpose and what did they intend to achieve by holding or obtaining political power on a local level? This volume offers both a new theoretical framework in time and space for the study of local government and local elites, and a wide range of empirical studies which are original both in topic and approach. Contributions range from local kinship networks in Southern Germany to the professionalization of local bureaucracy in the Netherlands and Great Britain, and comprise aspects like the impact of architecture on Belgian local government, reform literature in the USA and the Netherlands, the changing roles of mayors, and the emergence and education of new elites.

This book presents pioneering work on a range of innovative practices, experiments, and ideas that are becoming an integral part of urban climate change governance in the 21st century. Theoretically, the book builds on nearly two decades of scholarships identifying the emergence of new urban actors, spaces and political dynamics in response to climate change priorities. However, it further articulates and applies the concepts associated with urban climate change governance by bridging formerly disparate disciplines and approaches. Empirically, the chapters investigate new multi-level urban governance arrangements from around the world, and leverage the insights they provide for both theory and practice. Cities - both as political and material entities - are increasingly playing a critical role in shaping the trajectory and impacts of climate change action. However, their policy, planning, and governance responses to climate change are fraught with tension and contradictions. While on one hand local actors play a central role in designing institutions, infrastructures, and behaviors that drive decarbonization and adaptation to changing climatic conditions, their options and incentives are inextricably enmeshed within broader political and economic processes. Resolving these tensions and contradictions is likely to require innovative and multi-level approaches to governing climate change in the city: new interactions, new political actors, new ways of coordinating and mobilizing resources, and new frameworks and technical capacities for decision making. We focus explicitly on those innovations that produce new relationships between levels of government, between government and citizens, and among governments, the private sector, and transnational and civil society actors. The concept of governance has evolved into one of the most important but also controversial concepts in urban politics. While it encourages co-operation, participation and collective construction, at the same time, it has brought about new forms of public demission, oligarchic regimes and less local democracy. The dilemmas accompanying these changes are particularly relevant when observing the cities of Southern Europe, whose socio-cultural specificities very much structure local political and policy materialisations. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context. Illustrated by case studies of several main cities and metropoles on the North Mediterranean coast, it introduces and critically analyses the latest theories and approaches to urban governance. It questions how the 'real' or socio-cultural notion of city seems to have been separated from that of the 'political' city and explores how more integrated socio-political forms might be developed. Western democracies have retained political legitimacy since 1945 by a continuous process of adaptation to changing socio-political circumstances. Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. This provides the link between the macro (structural) dimension and empirical observation.
