There is by now a large literature on the economic aspects of flood control and flood relief policies. The contribution of this paper lies in its careful scrutiny of one single critical aspect of the economics of floods, the choice of land use by a single land owner. We analyze that choice using the methods of dynamic programming, and in particular, we show how that choice is dependent on the probability of floods for his piece of land. The theory we have developed here has been developed in the context of floods. In fact, this work grew out of an empirical study of flood plain damages, when we found that the underlying theory was not yet developed.! In fact, we feel that the theory is of much more general interest. It is a theory of optimal investment choice under uncertainty when that uncertainty is a result of destruction or failure of the investment at a random date. This is the case in flood plains, but it is also the appropriate basic theory for understanding investment decisions in the face of earthquakes, fires, war damage, avalanches, and other kinds of disasters. These are only the more dramatic examples of situations where replacement is required at an uncertain date.

The climate is changing, bringing with it increasing natural disasters around the world. The progress of societies lies in their ability to adapt to the new climatic conditions. Effective climate-adaptation strategies must be based in the sound analysis of the costs of the disasters, as well as the potential benefits and beneficiaries of adaptation strategies. This book offers an appraisal method to capture the total economic costs of flooding events: the Multiregional Flood Footprint Analysis. It captures the economic costs directly caused by physical destruction, and disruptive implications in production propagated through inter-industrial linkages in the current context of a global economy. The proposed method uses the fundamentals of the Input-Output analysis (IOA) in a multiregional dimension. It concludes that damages from natural disasters in one part of the globe may affect many economic sectors in the rest of the world, increasing the need for global adaptation strategies.

We set forth the macroeconomics evaluation of floods (MEF) model, a new model to assess and evaluate the impact of floods on GNP growth. This model points to a new, more concrete approach to measure the economic impact of floods. Up to now, the measurement has been subject to a great deal of uncertainty. The main contribution of the model is to significantly reduce this uncertainty by measuring the impact with four well-defined, economically intuitive indicators. To illuminate and demonstrate its promise, we employ the model to evaluate and analyze the impact of two major floods on the economy of the People's Republic of China. Our MEF-Model analysis indicates that the floods of Zhangshu and Jiangxi in 2010 caused greater economic damage than the floods of Central South China in 1931. Going forward, MEF-Model simulations are a valuable tool for estimating the effect of potential future floods in the PRC and elsewhere.
