Vital importance to any society is the establishment and conduct of human rights, including economic and social rights. This paper comparatively examines the economic and social rights within the Egyptian Constitution and local law provisions, with the United Nations Declaration of Human Rights and the International Convenant on Economic Rights. Universal economic rights are summarized and outlined towards a total of 18 legal instruments for basic economic rights of a world citizen. Egypt's relative provision for each instrument of economic rights is portrayed, leading to general recommendations regarding future law revisions and possible constitutional amendments. In the second part of the paper, the conduct of FDI is critically discussed within the context of basic economic rights. Abstract: Based on the hypothesis that there exists continuing tension between development and economic and social rights (ESR), where the latter end up principally skewed once they enter the development realm, this research explores why fields of development and ESR remain constantly at odds. Using Pierre Bourdieu’s theory of practice to define both fields and understand the continuous struggles and contradictions between them, this research argues there is a structural bias that leads to the struggle and always ends in favor of economic development targets at the expense of realization of ESR. The research begins by unpacking the development and ESR fields to understand the roots of the tension, and then moves on to study the struggle between ESR legal norms as they conflict with the founding principle of Bretton Woods development model. It continues by examining how those dynamics play out in the struggle between the contending demands for ESR realization and the economic development crisis in Egypt post-2011 revolution, which had economic and social right deprivations as a major root cause. This research opens the door for further study of how human rights can be realized despite the current structural bias in place by looking at the continuing struggles between the fields, the dominant doxas, and the limitations that play out once human rights enter the development habitus.

The Right to Development (RTD), a concept that emerged in the 1970s, is one of the most debated and contentious issues in international relations. RTD builds on the rights based approach to development, seeking to integrate the norms and principles of human rights with policies and plans to promote development. Despite its importance for the world’s poor and dispossessed, a great deal of definitional confusion still surrounds the concept./-//-/This primer introduces the concept of RTD as well as discusses its practical application in the Indian setting. It is divided accordingly into two sections, the first of which traces the origins and the evolution of the idea of RTD. This section identifies the defining parameters and content of RTD and focuses especially on the three rights—the rights to food, education and health—that have been identified as a ‘good starting point’ for the implementation of RTD. The last chapter in this section underscores the importance of women’s rights in order to emphasise the need to focus on safeguarding and promoting the human rights of vulnerable groups./-//-/Part II covers substantially the Indian situation relating to RTD. The chapters in this volume are based on the papers that were presented at the Calcutta seminar organized in March 1992 by the ILA Committee on Lehal Aspects of a New International Economic Order (NIEO).
