Inhaltsangabe:Einleitung: Die Fußball-Weltmeisterschaft 2006 wurde am 06. Juli 2000 durch das Exekutivkomitee des Fußball-Weltverbandes (FIFA) an Deutschland vergeben. Köln wird einer von zwölf Austragungsorten der WM sein. Die Euphorie darüber, Gastgeber eines solchen Mega-Events zu sein, erklärt sich zum einen aus der Beliebtheit der Fußball-Weltmeisterschaft und zum anderen aus erhofften positiven Effekten wie z.B. Erhöhung des Bekanntheitsgrades, Förderung des Sports und Tourismus. Vor dem Hintergrund, dass die quantitativen Dimensionen von Sportgroßveranstaltungen in den letzten Jahren stark zugenommen haben, stellt sich sehr schnell die Frage nach der Finanzierbarkeit. Es ist wichtig zu prüfen, „ob die Durchführung im Einzelfall für die Gesellschaft als Ganzes unter Berücksichtigung von Zielen und Restriktionen von Vorteil ist oder nicht“. Aufgrund des knappen öffentlichen Budgets stehen die für die WM eingesetzten Mittel nicht mehr für andere Zwecke zur Verfügung und bedingen Opportunitätskosten. Eine optimale Allokation der Ressourcen würde zu einer größtmöglichen Steigerung des Nutzens für die Gesellschaft führen. Ob Kosten durch Nutzen kompensiert werden können, soll mit Hilfe einer ökonomischen Bewertungsmethode, der Kosten-Nutzen-Analyse (KNA) beantwortet werden. Ziel der Studie ist es zu klären, woher die Mittel zur Ausrichtung der WM kommen und welche Kosten und Nutzen für die Bevölkerung entstehen. Die Arbeit ist in neun Kapitel gegliedert. Einleitend (Kapitel 1) werden die Dimensionen der Fußball-Weltmeisterschaft dargestellt und Problemstellung und Vorgehensweise einer regionalökonomischen Analyse erläutert. Ergänzend wird im zweiten Kapitel der Austragungsort Köln vorgestellt: Welche Ziele die Stadt mit der Durchführung von WM-Spielen verfolgt und welche Anstrengungen notwendig sind, um den Anforderungen der FIFA und des Deutschen Fußball-Bundes (DFB) gerecht zu werden. Kapitel drei erläutert die methodischen Grundlagen der KNA. In diesem Zusammenhang wird auf Erfassungs- und Bewertungsprobleme der Kosten und Nutzen hingewiesen und zur Reduzierung der Unsicherheit bei der Datenerfassung eine Einteilung in drei Szenarien vorgenommen. Vom „worst case“ bis zum „best case“ können so Ergebnisse bei unterschiedlichen wirtschaftlichen Bedingungen wiedergegeben werden. Over the past decade, European football has seen tremendous changes impacting upon its international framework as well as local traditions and national institutions. Processes of Europeanization in the fields of economy and politics provided the background for transformations of the production and consumption of football on a transnational scale. In the course of such rearrangements, football tournaments like the UEFA Championship or the European Champions League turned into mega-events and media spectacles attracting ever-growing audiences. The experience of participating in these events offers some of the very few occasions for the display and embodiment of identities within a European context. This volume takes the 2008 EUROs hosted by Austria and Switzerland as a case study to analyze the political and cultural significance of the tournament from a multidisciplinary angle. Nation branding is regarded as essential for competitiveness among countries, but the idea of branding nations is often derided as lacking seriousness. While nation branding has been on the radar of scholars of marketing, communication, and media studies, as well as political geography for decades, it has only made a small dent into the international relations field. In Nation Branding and International Politics Christopher Browning argues that international relations should take nation branding seriously. Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.
