The current world economic crisis and its impact on Japanese capitalism contains many paradoxes. After the historical conditions of continuous growth under US economic hegemony broke down, generating a global economic crisis from the beginning of the 1970s, the restructuring of capitalism through the 'information revolution' seems paradoxically to be causing a historical reverse in social conditions of over a century. Although the Japanese economy is often regarded as an exceptionally successful economy it is not immune from the crisis. The process of restrengthening Japanese competitive power has weakened the social position of Japanese workers. Excerpt from The Economic Situation of Japan: This Report Was Prepared With Assistance From the Division of Planning and Statistics of the United States Shipping Board, the United States Geological Survey, the United States Tariff Commission, and the Bureau of Foreign and Domestic Commerce In the years before the war Japan imported increasing quantities of foodstuffs. In 1913 and 1914 these imports, which consisted mainly Of rice from indo-china, beans from Manchuria, and wheat and flour from Australia and the United States, were equivalent to between 5 and 10 per cent of the amount Of food produced in Japan. Oduring the War, however, exports have slightly exceeded imports. The more important articles, of food exported are rice, beans, peas, and vegetable oils to the United States and Great Britain, and wheat flour to China and Great Britain. Prior to 1914 Japan imported a considerable amount Of flour, but now has developed a large export trade. In 1917 Great Britain imported long tons Of wheat flour from Japan. This book elucidates the economic conditions and policies during the post War Japanese economy from the view point of an influential policy maker. Dr. Osamu Shimomura is one of the most eminent economists in Japan. He entered the Ministry of Finance and played a crucial role in actualizing the High-Growth era from the late 1950s to the early 70s. "The Doubling Income Plan", which is issued by the Ikeda cabinet, originates from him. It should be noted that while most economists held pessimistic view on the future, Shimomura is brave and foresighted. Shimomura’s theory is not merely one of the pioneer works in macroeconomics, but also suits the economic conditions of Japan. Shimomura extends the principle of effective demand, which means that his theory includes effects of capital accumulation to production capacity. While one may argue that Harrod (1939) and Domar (1946) have already achieved that, Shimomura’s theory centers policy recommendations for sustaining the high economic growth against the productivity growth that would cause excess supply in the market. Succinctly, Shimomura is a Keynesian who believes the vigor in its private sector but recognizes that Japanese economy urgently needs the government’s auxiliary macroeconomic policies. This book emphasizes that the rapid Japanese growth owes mainly to affluent entrepreneurship filled in the economy not to the sheer government’s planning. Dr. Shimomura’s theory endorses our assertion.
