The aim of this study is twofold: to provide a theoreti cal and an applied analysis of multispecies fisheries. The theoretical part will include concepts and analysis which, hopefully, will be of interest not only to economists, but also to biologists and ecologists. The application of the theoreti cal model and analysis to the Barents Sea fisheries gives empiri cal content to the analysis, which is important for the advance ment of fisheries management science. It is also my firm belief that this kind of work in the end will be beneficial to the people trying to make a living from harvesting marine resources. For thousands of years man has been whaling, sealing and fishing in these cold and harsh surroundings. The relative importance of the different species in the ecosystem has changed throughout history. In the seventeenth century the abundant, slow-swimming Greenland right whale and the Biscayan right whale in the Barents Sea area were so valuable, especially to English and Dutch whalers, that the intensive exploitation of these common property resources probably were the main reason for the extinction of these two stocks. The two species are, however, still present in other parts of the North Atlantic Ocean. Except for these two stocks of whales there is no knowledge of other stocks of sea mammals or fish in this area being extinct in historical time.

Catch share management is a common and increasingly relied upon form of fisheries management in which, frequently, shares of a hard total allowable catch are allocated to individuals or groups of harvesters. A style of rights-based-management, catch shares are often thought to promote efficient resource use and long-term stewardship, improving both economic and ecological conditions within the fishery. Their success in multispecies fisheries, where non-selective gear captures several, separately managed stocks, has been the subject of ongoing debate however. Limited flexibility in production might dampen or entirely remove any and all of catch shares' potential benefits as harvesters are unable to effectively target or avoid individual stocks. In this dissertation, I explore the economic effects of multispecies catch shares following a 2010 application to New England groundfish, a diverse and overexploited multispecies fishery. In the first chapter, I combine market models of ex-vessel inverse demand and counterfactual models of individual harvesting behavior to estimate the market timing benefits of catch share management. I find that fleet revenues were improved by over US $30 million and that individual benefits were heterogeneously distributed, with large and more diverse operations better able to take advantage of market externalities. In the second chapter, I theoretically develop and empirically explore a model of costly avoidance wherein production of target stocks is given up to reduce that of the avoided. An error in the management of pollock, initially setting a low and constraining allocation that was later relaxed, is used to identify behavioral response to multispecies production constraint, finding harvesters engaged in costly avoidance strategy, which had the low pollock allocation persisted, would have cost the fleet US $3 million. I then develop a neoclassical multispecies production technology in the third chapter which is used to test technological restrictions of strong disposability on pairs of demersal species and also estimate the costs, in terms of forgone production, of pollock avoidance. For catch share regulated species, strong disposability is rejected more than half the time, suggesting output controls may frequently lead to choked production. Additionally, pollock avoidance costs are estimated at US $6 million.

The present book summarizes parts of the research made in the Norwegian Multispecies program. This program was initiated by the then Norwegian Council of Fisheries Research, which was later integrated in The Research Council of Norway. Modelling has been a key element in the program. In the first place, modelling, be it singlespecies or multispecies modelling, is an efficient way of summing up existing knowledge, and performing analyses of different types on the basis of it. Further more, models may serve as a meeting ground between fishery researchers from differ ent academic fields. This has been an important aspect of the Multispecies program, bringing together oceanographers, biologists, economists, mathematicians and stat isticians in fruitful cooperation. That this has proved possible may be taken as an important result of the program. The multispecies aspect has perhaps underscored the need for inter-disciplinary cooperation. The different authors are, of course, responsible for their respective contributions. Following the publication of seminal papers by professors H. S. Gordon in 1954 and A. D. Scott in 1955, active research has led to rapid progress in our understanding of the economics of fisheries. Fishing, however, is a complicated activity involving intricate interactions between man-made fishing capital and naturally produced fish stocks in an inherently dynamic and stochastic setting. Consequently, in spite of significant advances, important sections of fisheries economics remain largely unexplored. One such area is the economics of migratory fish stocks. In 1985, the editors of this volume embarked on a research project concerned with the optimal utilization of common Nordic fish stocks. A fundamental feature of some of the most important of these fish stocks, such as the Atlanto-Scandian herring and the Icelandic capelin, is their migratory behaviour. Not only do the migrations continuously alter the economic conditions for harvesting these species. They also result in the periodical transfer of stock concentrations from one exclusive fisheries jurisdictions to another. It was readily apparent that this behaviour constituted a crucial determinant of the appropriate harvesting pattern of these stocks. More importantly, however, migrations are by no means a unique feature of Nordic fish stocks. In fact, it appears that migratory behaviour is exhibited, albeit in varying degrees, by all species of fish. It therefore stands to reason that migrations constitute an important aspect of the economics of fisheries in general.
