Postwar multilateral cooperation is often viewed as an attempt to overcome the limitations of the nation-state system. However, in 1945, when the United Nations was founded, large parts of the world were still under imperial control. Building States investigates how the UN tried to manage the dissolution of European empires in the 1950s and 1960s—and helped transform the practice of international development and the meaning of state sovereignty in the process. Eva-Maria Muschik argues that the UN played a key role in the global proliferation and reinvention of the nation-state in the postwar era, as newly independent states came to rely on international assistance. Drawing on previously untapped primary sources, she traces how UN personnel—usually in close consultation with Western officials—sought to manage decolonization peacefully through international development assistance. Examining initiatives in Libya, Somaliland, Bolivia, the Congo, and New York, Muschik shows how the UN pioneered a new understanding and practice of state building, presented as a technical challenge for international experts rather than a political process. UN officials increasingly took on public-policy functions, despite the organization’s mandate not to interfere in the domestic affairs of its member states. These initiatives, Muschik suggests, had lasting effects on international development practice, peacekeeping, and post-conflict territorial administration. Casting new light on how international organizations became major players in the governance of developing countries, Building States has significant implications for the histories of decolonization, the Cold War, and international development.

This examination of the economic policies of Somalia since 1970 is empirical in nature, employing political and economic analysis, economic theory, and econometric techniques, and argues that the governmental economic policy, policy responses to crises, and exogenous shocks have been bad for the long-term economic growth of the country. Despite significant foreign financed public investment, economic growth has been weak and real per capita income has declined. The intensifying economic crises contributed to the rapid deterioration of the political situation that led to the collapse of the Somali state in 1991. Since 1991, chaos and more destruction has followed as warlords scrambled for power, resulting in the resource base of the economy being eroded further and the country being reduced to warring clans.

First published in 1961, shortly after establishment of the independent Somali Republic, the first step towards the formation of a 'Greater Somalia', brought this North-East African Muslim nation a prominence which it had not enjoyed since the British campaigns against the 'Mad Mullah' in the first two decades of the twentieth century. Somali nationalism, however, cannot be properly understood without a knowledge of the indigenous social organization. This study by a social anthropologist describes the political system of the Northern Somali nomads in their arid ecological setting, where competition for access to water and pasture, especially in the dry season, is acute and leads to frequent and often long-drawn-out feuds. In this warlike society political status depends very largely on numerical strength. Political loyalties based on kinship are organized through a form of Social Contract which distinguishes the pastoral Somali political system from otherwise similar political structures. Today this traditional organization is being challenged in areas where cultivation has recently been adopted, and in towns which are the foci of modern developments. Somali nationalism, drawing much of its strength from the unifying force of Islam, is an important factor. With the continued dedication of the majority of the population to pastoral nomadism, however, traditional clan and contractual loyalties inevitably play an important part in party politics. This analysis has proved to be of interest not only to anthropologists and Africanists, but also to students of Islamic society and of comparative political institutions.

While recurrent drought, war with neighboring Ethiopia, and a staggering refugee crisis have recently propelled the African nation of Somalia into world headlines, remarkably little is known about the history of this East African country. For the first time, Lee Cassanelli makes available a book-length study of Somalia's precolonial heritage. A nation of nomads, the Somalis have through long experience adapted to a harsh, semidesert environment. While persistently divided by clan, sectarian, and regional loyalties in the past, they have nevertheless come to acquire a compelling sense of their cultural unity and national identity. The Shaping of Somali Society examines the historical experiences of these people while focusing on recurrent themes: a deeply rooted kinship system based on lineages that feud as frequently as they cooperate; the gradual Islamization of the entire society through the work of itinerant Sufi saints; the rise and fall of regional sultanates and long-distance trade networks; and a history of resistance to foreign invaders. To reconstruct the past of this important African society, the author draws on ethnographic and linguistic evidence, travelers' accounts, a substantial body of Somali oral traditions, and recollections gathered during several visits to the country. Using this material and the techniques of traditional historiography, Cassanelli examines the precolonial interplay of environmental, social, economic, and religious forces that produced a society that, though politically fragmented, has been integrated at a number of levels of structure, belief, and behavior. Perhaps more importantly, the author discusses the problems of interpreting the often fragmentary historical data and presents a new framework for studying regional patterns of change in a pastoral setting.
