The transformation of the Soviet economy is bound to be extraordinarily complex and will take many years to complete. Three closely related areas require action at the outset of the process: macroeconomic stabilization, including fiscal, monetary, trade and payments, and incomes policies; price reform in an environment of increased domestic and external competition; and ownership reform, involving the rapid privatization of retail trade and small enterprises, along with the commercialization of large, state-owned enterprises. Many measures are needed to support policy actions in these three areas. A social safety net will be needed to protect the most vulnerable from the short-term adverse consequences of the reform process. Other measures include completion of the legal framework for a market economy, the creation of a market system for banking and finance, the demonopolization and restructuring of many enterprises, the reconstruction of the transport and communications infrastructure, the development of a system of labor relations, the process of privatization of state enterprises and collective farms, and the addressing of serious environmental problems. These and other issues, and the close relationships between them, are discussed in this study.

The Economic Development of the USSR (1982) examines the economic advances the Soviet Union made as the first major economy to adopt full-scale socialist planning. It argues that the Soviet experience demonstrates that remarkable quantitative economic progress can be achieved but at a price which Western democracies would not tolerate. Soviet scholars have apparently stayed clear of meaningful analysis of such touchy subjects as interdependence and conflict in the relationship between economics and politics. Very little has been published on this issue—no surprise in a system that controls centrally both politics and the economy, with an emphasis on rapid economic development. The absence of meaningful Soviet research led the Federal Institute for East European and International Studies in Cologne to sponsor an international interdisciplinary conference on the subject. Contributions to the resulting book cover three main areas. The first includes the impact of traditional Russian political culture on contemporary Soviet economic thinking and behavior, the rank of economic aims in the priority system of Soviet politics, and the function of economic institutions in the implementation of political aims. In terms of output, the USSR and Japan account for one-fifth of the world's economy, occupying second and third places behind the United States. Japan has the world's fastest growth of per capita income and the USSR has not lagged far behind. But a century ago they were static feudal societies. This study analyzes the policies which enabled them to transform their economies adn to catch up with the developed world. The strategies of the two nations adopted have been very different: Japan has maintained small farms and factories, developed a labor-intensive technology, and has successfully penetrated the world export markets. The USSR, on the other hand, has created giant farms and factories adn remained fairly isolated from world trade. Since 1945 teh USSR has devoted one-eighth of her resources to military purposes, Japan practically nothing. In Economic Growth in Japan and the USSR, Angus Maddison offers a comparative analysis of the growth experience of these two countries that greatly enlarges our knowledge of the development process. Paradoxically the imminent collapse of communism had been predicted frequently by Western observers during the early years of the Bolshevik rule. With the victory of the Second World War those voices were muted and the West accomodated with the existence of an obviously stable, mighty and economically expanding country.1 The breakdown of communism in 1991 had been anticipated by few contemporary scholars, although the majority were aware of the symptoms of a deep crisis. In this essay I will argue that in order to better understand the collapse of communism in the Soviet Union, a central role must be given to the economy and its effects on other areas. Most symptoms of the crisis and the ultimate breakdown of the system can in fact be attributed to the impact of economic failure. Whereas, economic modernization was the motor of success in the early decades, the economy became the weakest link of the Soviet system in the later period as its structural shortcomings deeply effected other areas as well. The first part of this essay is intended to briefly outline the central role the economy played in the development of Soviet socialism.
