A group G has finite Prüfer rank (resp. co-central rank) less or equal than r if every finitely generated subgroup of G is r-generated (resp. r-generated modulo ist centre). As far as possible, the present work generalizes the known results on groups of finite Prüfer rank (X-groups for short) to the larger class of groups of finite co-central rank (R-groups). For locally nilpotent groups which are torsion-free or p-groups, the central factor group of an R-group is an X-group. This implies that locally nilpotent groups are hypercentral. Similarly, R-groups are locally soluble if and only if they are hyperabelian. The crucial result is that hyperabelian R-groups have an ascending normal chain of abelian X-groups. We develop a Sylow theory for periodic hyperabelian groups. Torsion-free hyperabelian R-groups are shown to be soluble. Moreover, locally finite R-groups are virtually hyperabelian. Within the class of R-groups, large group classes collapse into the class of virtually hyperabelian groups. For that reason, the notion of a section cover is introduced. We prove that R-groups possessing a virtually hyperabelian section cover are virtually hyperabelian themselves.
