Excerpt from The Eight Hours Question Since this essay was written, the course of affairs has on the whole seemed to justify its line of argument, to the extent even of an almost complete subsidence of the agitation for an Eight Hours Law. I am far, however, from taking satisfaction in that bare fact, which may stand as much for the general and regrettable subsidence of public interest in social problems, as for any intelligent recognition that an Eight Hours Law is a wrong industrial policy. That subsidence has gone on step for step with the rise of public interest in the pseudo-problems of so-called imperial politics, problems the very statement of which is often an expression of defect of economic science, and which are as often fitly solved by doctrines which are the negation of it. One holding the views set forth in the following pages can take satisfaction only in seeing some new and better approach towards the ideal for which, at its best, the Eight Hours movement stood; and such an approach can hardly be said to be taking place on any largo scale, though there are signs of its being here and there found feasible even without any resort to new social machinery. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? Excerpt from Selected Papers on Social and Economic Questions From among many papers by Sir Benjamin Browne, the following thirty-two have been selected as the most useful and characteristic. While many existed only in manuscript or in the fugitive form of letters or articles to daily papers, some have already appeared in magazines, and for leave to reprint these, we desire to express our thanks to the Editors of the National Review, the Times and the Engineer, and at the same time to offer our apologies if we have in any instance failed to ask permission. Sir Benjamin Browne felt strongly that when the great underlying principles of life had once been discerned, they could be applied to politics, industrial questions, and private conduct alike. These were the permanent Form, into which could be moulded the material of each day's events as they arose. This necessarily involved a certain amount of repetition in his writings, because, in discussing different questions before different listeners, or in approaching them from different standpoints, he came back again and again to these underlying principles, and drove them home by reiterated blow's. Reading through his scattered writings is like listening to a sonata where three or four leading themes dominate the music, emerging repeatedly in varying keys, and giving coherence to the whole. The dates when the various papers were written must of course be borne in mind, as some of the statistics, accurate at the time, may have altered. The date of each paper is printed at the head of the page. From the historic point of view, they show the consistent evolution of his opinions. One good result of this disastrous war may be that all classes of the nation, with conscience aroused, may attack the problems of the industrial world in a better spirit. Excerpt from Miners the Eight Hours Movement It is seldom that a Conference is held on which so much of really national importance hinges, as the representative assembly of Colliery Proprietors and Miners' Agents who met in London Jan. 21, to consider the proposal made by the men for an eight hours working day in mines. The proceedings were private, and the only knowledge furnished through the press is that the Conference was adjourned till February 11th. The question being one which affects the welfare of the public, it will be well to state not only what the proposal is, but to shew what the effect will be if it becomes law, and also to present the arguments for and against. It must be remembered that the proposal does not mean forty-eight working hours each week, but simply a maximum of eight hours in any one day. I venture to write upon the measure having been directly associated with mining operations an my daily life, and having been identified with large numbers of the more intelligent of the working miners during a 23 years evening lectureship at our School of Mines in the Mining County of Lancashire.
