A laboratory model electric field meter has been designed and constructed to determine the feasibility of measuring small variations in the earth's electric field. As a result of the tests performed with this instrument, a larger field meter of similar design but with increased sensitivity has been placed in operation. This meter will detect changes in the earth's electric field of 78 millivolts /meter. A theoretical investigation of the response of the earth's electric field to a distant electrical impulse has been performed. (Author).
