The structure of the electricity system includes universal access to electricity that is adequate, available, reliable, affordable, legal, convenient, healthy, and safe and the efficient (inefficient) use of the electricity. Quality of access also influences clean energy technologies and electrical appliance purchase, ownership, use and perceived value (uptake, hereafter). Also, improved uptake assists in closing systemic gaps between rural and urban areas and grid and off-grid communities. Rwanda is projected to attain full electrification by 2024 (inclusive of all sectors: consumptive, productive and services). In this context, the East African country has articulated support mechanisms for off-grid market players through technical assessments and siting incentives. However, studies that focus on characterising diffusion and uptake of clean energy technologies and electrical appliances in mini-grid sites (market) are crucial to understand the emerging trends in off-grid rural electrification. This chapter contributes to this emerging discourse by proposing a four-fold demand side characterisation approach which (i) conducts a systemic review of literature to identify emerging off-grid themes as they relate to the multi-tier framework (MTF) and vice-versa, (ii) uses existing data to characterise the off-grid market (based on a typical village load), (iii) demonstrates the tariff regime changes using two payment methodologies (willingness to pay (WTP) and ability to pay (ATP)) and (iv) projects the 2024,Äì2032 consumptive energy demand (using a simplified relation between appliance, it,Äôs rating and duration of use). Results of this characterisation demonstrate global and local level (glo-cal) literature gaps meriting a localised MTF assessment. The purpose of the localised assessment reported in this Chapter was therefore to understand appliance uptake gaps at the user level. The typical village load is basic (implying low energy demand). Ceteris paribus, higher WTP and ATP by users yield higher tariffs. However, a high ATP is a business sustainability determinant than a high WTP. Because energy consumption is also dependent on how efficiently it is used by those with access, the Chapter discusses appliance efficiency as a partial definition of sustainable energy and also as an example of sustainable energy. Then, demand stimulation pathways addressing wider systemic opportunities at the intersection of the theory of change and the theory of agency and risk reduction in markets, investments and policy (derisking markets, investments and policy) are discussed. The first pathway focuses on women and youth participation in productive use activities. The second pathway highlights strategies for appliance financing such as cost-sharing and micro-credit. The final pathway considers economic activity stimulation which has multiplier effects on energy demand and consequently energy-using appliances uptake. The implications for Sustainable Citizens and markets, investments and policy innovations are contextualised in the Sustainable Energy Utility business model.

Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life. Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region—one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas.

Access to sustainable energy is essential for development, poverty reduction and food security. Rwanda, like many other developing countries, is working on identifying sustainable energy solutions to ensure access to energy. Bioenergy is one possible form of renewable energy that countries are looking at to supply part of their energy portfolio. Rwanda currently relies on traditional biomass for energy supply, and shifting away from traditional biomass use would lower its dependency on traditional biomass and improve access to modern sustainable energy forms. Sustainable bioenergy interlinks closely with the agriculture sector, therefore it is necessary to find specific options that minimize negative impacts on the environment and food security. This accomplishes the dual purpose of energy security and food security. This report assesses the use of agriculture residues for the production of bioenergy in Rwanda. The methodology used for the assessment is the Bioenergy and Food Security (BEFS) approach of the Food and Agriculture Organization of the United Nations (FAO). The report provides a detailed assessment of the potential of crop, livestock and woody biomass availability for the production of off-grid electricity solutions and cooking fuels. Through the assessment, a number of specific bioenergy pathways are identified as suitable for bioenergy production. These options should be carried forward for piloting in the country and ground truthing.

A large share of the population of sub-Saharan Africa (SSA) lacks access to modern energy services. To bridge the electricity access gap, distributed power generation systems such as minigrids and stand-alone photovoltaic systems emerge as attractive options in the power supply solution space. In this study, we analyze the impact of minigrid electrification on household welfare and agricultural development across SSA countries. The empirical analysis makes use of a novel geocoded database covering 1,888 minigrid projects from 27 SSA countries, which is merged with various data sources including satellite-based nighttime light data, vegetation health index, and Demographic and Health Surveys. Our results indicate that minigrid electrification is positively associated with households' electricity uptake, ownership of low-power home appliances, and agricultural employment and productivity, while being effective in changing neither overall labor market outcomes nor the choice of cooking fuels.

The Government is putting in place policies aimed at driving down energy bills for consumers, reducing input costs for industry, cutting carbon emissions and contributing to a more competitive economy. Electricity demand reduction (EDR) measures are a crucial part of delivering potential. Already developed policies include the flagship Green Deal and new domestic Energy Company Obligation. These, together with the deployment of smart meters, are expected to reduce electricity consumption by nearly 6.5TWh by 2030. In addition, the Green Investment Bank will support access to finance and, in time, audits required under the new EU energy efficiency directive will further reduce demand. However, the Department believes that above and beyond existing policies, it should be possible to reduce demand even further. If a 10% electricity demand reduction could be achieved, this could result in electricity system costs savings in the region of £4 billion in 2030. This consultation opens up a range of options to unlock the energy savings that are currently embedded in the system and seeks views on a number of market-wide financial incentives.
