Excerpt from The Empire Review and Magazine, Vol. 17: February, 1909 Let me now pass to the more permanent causes of unemploy ment. Every year sees new improvements in machinery. Work that occupied the labour of a hundred hands not long ago, and these hands mostly men, is now performed by a third of that number, and in many cases the reduction is lower still. To mention only a few of the great labour-saving machines used in every class of factory work would take more Space than I have at my disposal, while in agriculture the labour-saving machines introduced during the last ten years have tended further to lessen employment in that direction. To those misguided people who imagine that the farmers are looking out for labourers, and that the millennium is going to come by training men to go on the land in this country, I would point out that the Board of Trade Gazette in a recent number, referring to agricultural labour, says, there was but little or no interruption of agricultural employment. Excerpt from The Empire Review and Magazine, Vol. 18 While this is the state of things with the Indian student who enters in the battle Of life in his own country, it fares worse with the student who comes to England to read for the Civil Service, the Bar, Medicine, Engineering, or Science. He too has suffered from the same disadvantage - the unpractical. Academic instruction received in college, and the malignant newspaper literature he studied out of college. And what in uences does he come under in London None, or almost none that are healthy or elevating. He seldom brings any introductions. Either his father does not know any English residents, or the authorities Of his college do not think it necessary to procure them, or he is too shy to present' them. He is met in most cases by school or college friends who have preceded him and who have arranged for his lodgings. A good many fall (or fell till lately, for the place is now said to 'be closed) into the hands of the emissaries Of the notorious Krishna Varma Swami, editor of the Sociologist and preacher of the righteousness of political assassination, who carry him Off to the India House at Highbury, where he is offered a scholarship on condition that he undertakes never to enter the service of the Government in India, and to repay the advances received by him when he earns an income. Others consort together three or four ina house, and see but little of the world outside. A few who understand that this is not the best way to utilise the opportunity of sojourn in a new country, obtain admission as paying guests into a private family, and this is often a fortunate arrangement. Excerpt from The Empire Review and Magazine, Vol. 23: February, 1912 In obedience to the recommendations of the in uential Committees already referred to, the Governing Body have allotted for the building Of a new Royal School Of Mines, a sum Of for the building for Advanced Engineering a sum Of and for the new Departments of Botany, Plant Physiology and Woods and Fibres a sum of For these and other buildings so considerable a sum as has been provided. Up to the present, has either been expended or allotted for new equipment for teaching purposes. The staff employed in teaching work, formerly 82, now amounts to 121. The sum provided for their salaries, formerly is now per annum. But a more interesting statement can be made concerning the number Of students who now avail themselves Of the opportunities afforded them. The number in the three Colleges when the Governing Body assumed charge in 1907 was 665. At the commencement of the present session the number had increased to 843. The number doing advanced and research work in 1907 was 24. Last session there were 102. Three College sessions is not a long period in the history of a new institution having aims SO high and so definitely related to Imperial and industrial efficiency. I venture to think that the work which has been accomplished in so Short a time is remark ably creditable to the body which has undertaken it. Dr. Bovey, in the article which I have before mentioned, has dwelt upon the subject of character-training in collegiate institutions. An institution which does not recognise this as equivalent in value to any other training, will certainly fail to contribute men Of worth to the service of the country. It would be useless to endeavour to indicate how certain schools have succeeded in imparting special qualities to their men. Nor is it possible to set forth the circumstances which make for the production of the ideal human article for the world's work. But amongst all that might be enumerated, there are surely none of greater importance than the endeavour to bring together and to mix students of different faculties, varying tastes, and widely-diverse dispositions. Schools have tones of their own. It is beyond the powers Of Governing Bodies to mould their material into any desired shape. But they can afford the means whereby certain social processes can operate. Therefore, no little consideration has been given to matters having for their Object the introduction of a collegiate and corporate life common to the three Colleges. The Governors have built, at a cost Of nearly a handsome and well-constructed Union, and have presented it to the staff and past and present students. At the turn of the twentieth century, the publishing industries in Britain and the United States underwent dramatic expansions and reorganization that brought about an increased traffic in books and periodicals around the world. Focusing on adventure fiction published from 1899 to 1919, Patrick Scott Belk looks at authors such as Joseph Conrad, H.G. Wells, Conan Doyle, and John Buchan to explore how writers of popular fiction engaged with foreign markets and readers through periodical publishing. Belk argues that popular fiction, particularly the adventure genre, developed in ways that directly correlate with authors’ experiences, and shows that popular genres of the late nineteenth and early twentieth centuries emerged as one way of marketing their literary works to expanding audiences of readers worldwide. Despite an over-determined print space altered by the rise of new kinds of consumers and transformations of accepted habits of reading, publishing, and writing, the changes in British and American publishing at the turn of the twentieth century inspired an exciting new period of literary invention and experimentation in the adventure genre, and the greater part of that invention and experimentation was happening in the magazines.

Excerpt from The Empire Review and Magazine, Vol. 24: August, 1912 No oversea statesman has been received in this country with greater cordiality than Mr. Borden, Prime Minister Of the Dominion Of Canada. And I speak with knowledge, for it has been my good fortune to assist in welcoming every minister of importance who has visited the Old Country from the Dominions since the memorable conference of 1888. I say memorable, because then, for the first time, statesmen of the Homeland and statesmen from oversea gathered together in the heart of the Empire to discuss the momentous and vital question of Imperial Defence. On that occasion it was, if I remember rightly, the military defence of the Empire that chiefly occupied the attention of the Conference. On the present occasion it was mainly the question Of naval defence that brought the Canadian ministers to London. Other matters to be considered with the Home Authorities are the questions Of Imperial naturalisation and the Law of Copyright. Conversations will also take place, I understand, relating to postal, cable and steamship communication, as well as the proposal to impose preferential rates on the American shipping using the Panama Canal, a proposal fraught with much danger to the progress of Canadian trade. Nor will the subject of the relations between Canada and the West Indies be overlooked. But above and beyond all the purport Of Mr. Borden's visit is to confer with the authorities here on the all-important question of the Canadian contribution to the Navy.
