Are these resentments justified? Is Europe in a ‘race to the bottom’? Will migrants put the welfare state at stake, or may they even be the solution for inherent problems in Western European societies, such as ageing? Different approaches to making enlargement worthwhile will be discussed.

The enlargement of European-based organisations has reached a near terminal point. The Council of Europe and the Organisation for Security and Cooperation in Europe (OSCE) currently cover virtually all states of Europe (Belarus still remains excluded from the first of these). The EU and NATO have experienced extensive processes of enlargement and the scope for continuing enlargement is now limited largely to the Balkans and the European neutrals. Given this state of affairs it is now pertinent to think of a Europe characterised not by enlargement but by post-enlargement.In International Relations (IR) conceptual thinking on Europe (as opposed just to the EU) has been undertaken using a range of scholarly tools. In this volume, attention to Europe proceeds from English School (ES) thinking, and specifically its three-fold distinction between international system, international society and world society. The term ‘social dumping’ regularly appears in public debates and in policymaking circles. However, due to its ambiguity it is used in a manner that is convenient for individual discourse participants, thus opening the door for misconceptions and ill-grounded accusations. This book systematically examines social dumping in the context of the European integration process. It defines social dumping as the practice, undertaken by self-interested market participants, of undermining or evading existing social regulations with the aim of gaining a competitive advantage. It also shows how the two major EU integration projects the creation of the Internal Market, and EU enlargement to the east and to the south have provided market actors with new incentives and opportunities to contest existing social ‘constraints’. The empirical chapters examine social dumping practices accompanying labour migration, employee posting and cross-border investment distribution. In addition, they outline the process of formation of social standards and trace initiatives at EU and national levels that contribute to the spread of social dumping in Europe.
