Additionally, even though the relations date back to the beginning of the 1970s, they have not fulfilled the expectations of many people in both Europe and Southeast Asia for two main reasons. Firstly, the context in which these relations take place has significantly changed with the end of the Cold War and the terrorist attacks of September 11, 2001. Naturally, the aims and objectives of the relationship have to be much broader than thirty years ago, because they have to take into account these changed international circumstances since they do not take place in a vacuum. Secondly, both ASEAN and the EU developed internally, for example through different rounds of enlargements. These internal developments of the two partners have to be taken into account as well, just as the changed international environment. Since 2001, owing to the reasons mentioned above, new initiatives were proposed to reinvigorate the relationship and to make it more effective in facing the new, profoundly changed international arena. Can these initiatives achieve the aim of improving the relationship and consequently prepare it for the challenging future? The essay will proceed as follows. Firstly, the 'spider-web' of relations between the EU and ASEAN will be portrayed to give an impression of the complexity of the relationship. Secondly, the main developments since 2001 will be introduced and analyzed to be able, thirdly, to conclude if the relations are healthy enough to face the challenges of the future.

Marking the 40th anniversary of the start of their dialogue ASEAN and the EU have agreed to work towards establishing a strategic partnership. While trade has always been the cornerstone of the relationship--ASEAN is the EU's third largest trade partner--the EU's ambition to expand its role as a global actor demand increased engagement. Both sides face common challenges that can only be addressed through joint responses that involve all stakeholders. To be strategic the partnership must embrace all aspects, from trade to energy, from climate change to security issues, from human rights to sustainable development. Deepening and enhancing relations between one of the most dynamic region in the world and the largest and most affluent market will bring important benefits to both European and ASEAN citizens. The last years have seen an increase in contacts but the many challenges faced today by the EU, internally and in its close neighbourhood, risk to require all attention and put the EU-ASEAN relations at risk. Finally the study argues that strengthening the parliamentary dimension of the relationship would, besides supporting representative democracy in Southeast Asia, contribute to maintaining the momentum launched in 2012.

This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. This book undertakes an in-depth examination of the dynamics of commitment in U.S.-Southeast Asia strategy. Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.
