For Moldova, the signing of the Association Agreement and the DCFTA with the European Union in 2014 was an act of strategic geopolitical significance. Of all the EU’s eastern neighbours, Moldova is objectively the most European on several counts, including sharing a common history, language, culture and border with EU member state Romania. These provide a positive foundation for a successful Agreement, notwithstanding the major political challenges that confront contemporary Moldova. The purpose of this Handbook is to make the complex political, economic and legal content of the Association Agreement readily understandable. This second edition, published two years into the Agreement’s implementation, adds new value, charting Moldova’s progress in putting the Agreement into effect. Two teams of researchers from leading independent think tanks, CEPS in Brussels and the Expert-Grup in Chişinău, collaborated on this project, with the support of the Swedish International Development Agency (Sida). This Handbook is one of a trilogy examining similar Association Agreements made by the EU with Ukraine and Georgia.

Since 1 January 2007, Moldova has been a direct neighbour of the European Union. Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova.This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country's relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.

This paper responds to Moldova’s request of 3 March 2022 to accede to membership of the European Union. The European Council meeting at Versailles on 10-11 March endorsed the Council’s invitation to the European Commission to produce an Opinion on this request. The present paper gives our opinion on the position that we would like to see the Commissiontake, namely that the EU should extend candidate status to Moldova.Progress in implementing the Association Agreement and Deep and Comprehensive Free Trade Area between the EU and Moldova means that there is already a substantial degree of preparedness for the accession process. While Moldova has an important reform agenda to sustain, especially on the judiciary and rule of law, its democratic electoral processes have been of impressive quality since 2020. There is good coherence between the presidency, government and parliament on the reform and European integration agendas. Moldova’s common history, border and partly overlapping citizenship with EU Member State Romaniais also relevant.With Russia’s ongoing aggression in Ukraine, Moldova is next at risk on account of political, economic and security vulnerabilities. Recent explosions in Transnistria point to the possibility of this separatist region being instrumentalised by Russia to destabilise Moldova. These factors further underline the case for comprehensive EU support and the need for geostrategic clarity, which should be framed by an EU decision to extend candidate status to Moldova.
