While the EU has recently upgraded its external democracy promotion policies through a set of initiatives such as the "Partnership for Democracy and Shared Prosperity with the Southern Mediterranean", the proposal for a "European Endowment of Democracy", and the "Strategic Framework and Action Plan on Human Rights and Democracy", there is one challenge that it has not yet addressed: what exactly does it aim to support? This policy brief illustrates that both the conceptualisation of democracy and the means to achieve it remain vague, and explains why this is problematic. It points out the risks that stem from a lack of clear understanding about how human rights, governance, civil society and socio-economic development relate to democratisation. It concludes that the EU should reflect on the substance of its external democracy promotion policies and conceptualise the relationship between the different elements of democracy promotion cited above and democratisation. While ongoing reforms of international democracy promotion should continue, a wider debate on substance could help identify what the EU should support in the future. The EU should also establish a reflective external democracy promotion policy where the assessment of actions on democratic development becomes systematic and is institutionalised.

EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. Promotion of good governance and democracy is a central element of the EU's external policy towards third countries. The choice of the instruments for democracy promotion by the EU is an under-researched topic. Factors for the choice of a certain instrument can be located in the third country (existence of a civil society), in the EU and in the relationship between both (trade relations, neighbourhood). Analysing the determinants of the EU's usage of EIDHR (European Initiative for Democracy and Human Rights) allocations, Partnership Agreements and sanctions, we find that the usage of each instrument is determined by different factors, indicating that there is no single process underlying instrumental choice.
