In an abridged form this appeared as an article, in August 1898, in The North American Review. To this address was added another essay; and both were published in book-form in 1899 under the title The Expansion of Western Ideals and the World's Peace. Similar convictions had been held by me and expressed in various forms as far back as 1 874, when, as an American student at Heidelberg, I read a paper on the Staatszweck before the political society of that University, the late Professor Bluntschli being present. Many of the views expressed in the present book, especially those which advocate the institution of an. International Court with power to enforce its deci sions, were already brought forward in my book on The Expansion of Western Ideals and the World's. Peace.
