This book investigates why European associations form interest coalitions, which strategies these coalitions pursue to influence the EU institutions, and how persistent they are over time. In this context, questions concerning the transparency of European decision-making are approached. The field of European energy policy serves as empirical background, providing a valuable insight into a little researched area of European politics.

In recent years, publications on power indices and coalition formation have multiplied. Obviously, the application of these concepts to political institutions, more specifically, to the analysis of the European Union and, as it seems, the election of the President of the United States is getting more and more popular. There are, however, also new theoretical instruments and perspectives that support these applications: First of all, the probabilistic model of coalition formation has to be mentioned which is made operational by the multilinear extension of the characteristic function form of coalition games. This instrument triggered off a reinterpretation of existing power indices and the formulation of new indices. This development is accompanied by an intensive discussion of the concept of power in general - what do we measure when we apply power measures? - and the properties that an adequate measure of power has to satisfy. Various concepts of monotonicity were proposed as litmus test. The discussion shows that the underlying theories of coalition formation play a decisive role. New results will be discussed in this volume. Its contributions put flesh and blood on the theoretical innovations and their applications that led to a growing interest in power indices and coalition formation.

Coalition Formation In The Eu Decision Making Process After The Enlargement written by Cesar Garcia Perez de Leon and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015 with categories.

The enlargement of he European Union was expected to increase the effect of national inequalities within the supranational decisional system and significantly difficult the resolution of problems of policy coordination. However, the decision-making process of the EU has shown a remarkable flexibility and capacity of adaptation in the face of the entrance of new members. In this paper, I theorize how coalition formation in the Council of Ministers contributes to this flexibility in the issue area of environmental policy. Using an extension of the Banzhaf Power Index, I explain how coalition formation incorporates the preference variations infused by new member states through the combination of re-weighted voting power and a strategic process of bilateral exchanges between coalitions and selectively targeted member states. The analysis is completed with a procedural model, which takes into account the influence of the EP in the legislative process. Without imposing unanimity, the configuration of a decisive coalition under QMV requires an attention to particularized interests. In contrast with propositions based on axiomatic models of bargaining, I argue that the focus on the power-based coalition formation can better explain outcomes of effective differentiated adaptation to the Eastern enlargement.

This insightful book brings the study of coalitions and coalition governance in Central and Eastern European democracies up to date, with an analytical focus framed by difficult economic and social periods, such as the end of the economic crisis and the Coronavirus pandemic. The volume posits insights from a plethora of experts on party politics and coalition studies from their respective countries, with chapters on Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Embellished with illustrative tables and extensive datasets throughout, each chapter maps the developments of party system change, covering the coalition life cycle from the early 1990s until the end of 2021, and explores whether there has been transformation of the coalition, governance and dissolutions patterns due to heightened pressures. This book will be of key interest to scholars and students of coalition politics, representative democracy, governance, political parties, European Union politics, East and Central European politics, and comparative politics.
