Following the French Revolution and the Napoleonic Wars the creation and consolidation of nation states became one of the overriding issues of European politics. It dominated the actions and aspirations of politicians and peoples throughout the 19th century and was a major cause of the increasingly disastrous conflicts towards the turn of the century, culminating in the First - and on a different scale - the Second World War. At the same time as large states were coming into being some, peoples and nations lost the degree of statehood they had enjoyed earlier in their history, some groups and minorities were neglected in the process of national self-affirmation, some territories and fragmented sections became an issue of dispute and conflict between neighbouring countries and some minorities and immigrant communities became detached from their home territory.

Elites have a disproportionate impact on development outcomes. While a country's endowments constitute the deep determinates of growth, the trajectory they follow is shaped by the actions of elites. But what factors affect whether elites use their influence for individual gain or national welfare? To what extent do they see poverty as a problem? And are their actions today constrained by institutions and norms established in the past? This volume looks at case studies from South Africa to China to seek a better understanding of the dynamics behind how elites decide to engage with economic development. Approaches include economic modelling, social surveys, theoretical analysis, and program evaluation. These different methods explore the relationship between elites and development outcomes from five angles: the participation and reaction of elites to institutional creation and change, how economic changes affect elite formation and circulation, elite perceptions of national welfare, the extent to which state capacity is part of elite self-identity, and how elites interact with non-elites.

The central argument running through this thesis is that Montenegrin nationalism as a political phenomenon was precipitated through elite competition. In their competition over social, political, or economic resources, the Montenegrin elites, through the implementation of political and ethno-cultural state policies and the active use of media outlets, managed to turn certain facts and events into points of reference for the citizens of Montenegro in the way they identify themselves. Thus, those events have become the basis of peoples belonging to a certain community and helped demarcate that specific community (Montenegrins) from that of Serbs. Backed by the reconstructed meaning of Montenegrin-ness, this emerging Montenegrin national consciousness facilitated the breakup with Serbia and the declaration of independence on 21 May 2006.

This open access book describes how elite studies theoretically and methodologically construct their object, i.e. how particular conceptualizations of elites are turned into research practice using different methods for collecting, dealing with and analyzing empirical data. The first of four sections focuses on what Mills named the power elite and includes Bourdieu’s field of power. The second section addresses studies of the domain of economic power, whereas the third section centers on research on elite education. The fourth and last section highlights research on symbolic power, either within social fields or as a dimension of social structure at large, areas where recognition is essential. In the years between the Revolutionary War and the drafting of the Constitution, American gentlemen—the merchants, lawyers, planters, and landowners who comprised the independent republic's elite—worked hard to maintain their positions of power. Gentlemen Revolutionaries shows how their struggles over status, hierarchy, property, and control shaped the ideologies and institutions of the fledgling nation. Tom Cutterham examines how, facing pressure from populist movements as well as the threat of foreign empires, these gentlemen argued among themselves to find new ways of justifying economic and political inequality in a republican society. At the heart of their ideology was a regime of property and contract rights derived from the norms of international commerce and eighteenth-century jurisprudence. But these gentlemen were not concerned with property alone. They also sought personal prestige and cultural preeminence. Cutterham describes how, painting the egalitarian freedom of the republic's "lower sort" as dangerous licentiousness, they constructed a vision of proper social order around their own fantasies of power and justice. In pamphlets, speeches, letters, and poetry, they argued that the survival of the republican experiment in the United States depended on the leadership of worthy gentlemen and the obedience of everyone else. Lively and elegantly written, Gentlemen Revolutionaries demonstrates how these elites, far from giving up their attachment to gentility and privilege, recast the new republic in their own image.
