Every Englishman knows that he lives by the sea, and he has also been taught to think that he lives by the navy. But the two propositions are not identical. The fisherman, for example, lives by the sea, but his best protection in his calling is not the navy, but the old rule of international law, which forbids attacks on his craft. In this respect he is better off than the rest of his countrymen who rely on the navy alone for the protection of their business in war.
