Excerpt from The Future of Local Government Local Government seems, to many people, an uninspiring study. The school of Socialists, very influential in this country in the past, which devoted its principal attention to the development of the "municipal enterprise" of a generation ago, has been, then and since then, freely denounced and contemned as advocates of mere "gas and water Socialism." Perhaps, from one point of view, the criticism was just; for it was easy for the local Labour councillor, keenly conscious of the responsibilities of his office and somewhat overwhelmed by the mass of administrative detail in which he found himself involved, to forget all about the wider issues of Socialism, and to devote himself entirely to his efforts to improve the housing, sanitation, and services and amenities of his native town within the limitations imposed by the present economic and political system. But, if the criticism was in some measure justified, certainly in some quarters the reaction has been allowed to proceed too far, so as to obscure the fundamental importance of the work upon which the local Labour councillor is engaged. For Local Government is a matter of primary concern, above all to the Labour Movement, not only on account of the immediate services which it is capable of performing, but also because of the place which it can be made to assume in a reorganized social system. Excerpt from Council Government Versus Mayor Government We are first of all confronted with the argument from our own municipal experience. We are told that the American city council has proved itself in practice unfit to be trusted. Its powers have been taken away only because it has abused them. Whatever methods of election or of organization have been tried, it has been found impossible to secure good council men. The system of council rule worked well enough in the early days, with simple administrative problems and a compara tively high qualification for the electorate. But with the intro duction of universal suffrage, the influx of foreign immigrants, the intrusion of party politics and the growth of municipal functions, the system broke down completely. These state ments are usually made as if they were self-evident common places of history. Seldom is any detailed study brought to their support. But historical evidence must be handled with the greatest care in order to be conclusive. Failure rightly to analyze causes and effects and to take account of differences in conditions is apt to vitiate our reasoning. Not yet have we suflicient knowledge of municipal history or suflicient outlook into the future to justify dogmatic conclusions as to the relative success of council rule and mayor rule. A few considerations may be presented, however, which show how comparatively weak is this argument in favor of the mayor system from our experience in city government. Local Government in England and Wales has now advanced to a stage when no person can hope to take an intelligent interest in its vast work, or any section of it, without having previously studied the scope of local government, the constitution of the existing local authorities and their principal powers and duties. Officials are now qualifying themselves for higher positions by means of examinations in particular subjects, and members of local authorities spend much time at conferences studying the practical working of particular departments of municipal enterprise. But if the work performed by councillors and officials is to be of permanent benefit to the community, it must be preceded by a study of the general principles of the law and practice of local government. The need for this study is being recognised by the examination scheme of the National Association of Local Government Officers and the provision of courses of lectures at the Universities and Higher Education Schools. There is at present no book known to us which we are of the opinion is in every way suitable for students, officials and councillors alike, and which explains in outline the meaning of local government, its growth, the constitution of local government authorities and their various powers and duties.
