Nuclear strategy and deterrence in their "golden age"--A nostalgically defined period sometime in the mid-1950s to mid-1960s - promised to harness and control the nuclear Moloch; hopes were high that the civilian strategists flooding into Washington would succeed in designing a new science of war that would safeguard national security, provide a stable international environment, and develop a rational decision-making process for the management of national interests in a hostile nuclear world. Three decades later, it is a commonplace that the erstwhile promises and pretensions of the nuclear "w

It is a reassuring feature of history that even the most brutal and immoral regimes contain the seeds of their own downfall. Moreover, success or failure in warfare rarely depend on a single event or person, and there is always the element of chance, but Werner Heisenberg, the top physicist in Nazi Germany, was almost solely responsible for delaying the successful development of a German nuclear weapon and thereby changing the course of history. 'Heisenberg sacrificed his place in history for the sake of humanity... to ensure that he headed an atomic programme that failed. This was the German Pimpernel, and his opposition to the National Socialist regime was probably the most destructive, continuous act of resistance to Hitler. Heisenberg's contribution to the ultimate defeat of Hitler was greater than that from any person on either side. Against the advice of all the world's great physicists, he remained behind to work against the Nazi regime from within, and thus prevented the unimaginable catastrophe of a Nazi victory.'. For their part, Hitler and his colleagues seemed not to understand the full possibilities of nuclear power, and Hitler himself feared retaliation by the Allies if Germany were to have used an atomic weapon. Finally, the production of uranium by the Germans, its dispatch to Japan and subsequent capture by the Americans towards the end of the war, made the atomic bombing of Japan inevitable. Here is a clear and thorough account, often by eyewitnesses, of people and events in an unfamiliar, yet vitally important, area of the Second World War, and of the moral dilemmas and responsibilities faced by leading scientists of the time. There are warnings, too, for readers nowat a time when both nuclear scientists and weapons are still available in a dangerously unstable world.

For the first time since the beginning of the Cold War more than 40 years ago, the political determinants of military security in Europe are changing much more quickly than the technological ones. Non-offensive defence is now a more acceptable strategy than it was before, and this book points towards realistic solutions to the problems of excessive dependence on nuclear weapons and/or self-defeating offensive force structures. The ideas examined are especially important for British and American audiences since the Anglo-Saxon countries are the ones most wedded to NATO orthodoxy and therefore the slowest to react to the current wave of change.

Can Germany and Japan do more militarily to uphold the international order? Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea’s worrisome acquisition of nuclear weapons. Partly in response to these developments, Germany and Japan in recent years have boosted their security efforts, mainly by increasing defense spending and taking on a somewhat broader range of military missions. Even so, because of their cultures of anti-militarism resistance remains strong in both countries to rebuilding the military and assuming more responsibility for sustaining regional or even global peace. In Reluctant Warriors, a team of noted international experts critically examines how and why Germany and Japan have modified their military postures since 1990 so far, and assesses how far the countries still have to go—and why. The contributors also highlight the risks the United States takes if it makes too simplistic a demand for the two countries to “do more.”
