To answer the question, this paper deals with the importance, which political and cultural relations with Germany have for Poland’s integration into the EU. The paper will attempt to demonstrate the connection between cultural exchange and political relations. In the course of the analysis the significance of stereotypes and prejudices formed by historical events and circumstances is being analised. The focus is on the endeavours undertaken by Polish and German governments, civil society organisations and cultural institutions to make a difference concerning the complicated historical and political situation regarding the EU enlargement and Poland’s accession.

Border regions were regarded as the constellation of European integration in a nutshell. Problems and opportunities which can be found on the European level are often mirrored in local constellations in border regions. This regards the need and the opportunities of administrative and political cooperation as well as personal contact across borders. However, as the local constellation is less complex with only two or in rare incidences three countries involved, cooperation should be easier. The aim of this volume is to take a close look at this very special Polish-German border, particularly from the Polish side. To describe and understand the multiple patterns and shapes of cross-border links - and especially the lack of such links - we brought together contributions which take very different perspectives. We intend to present the scene of Polish border researchers to a wider community, to enhance exchange and provide information on this specific and particularly interesting border region to the international audience.

This book explores the political and social dynamics of the bilateral relations between Germany and Poland at the national and subnational levels, taking into account the supranational dynamics, across such different policy areas as trade, foreign and security policy, energy, fiscal issues, health and social policy, migration and local governance. By studying the impact of the three explanatory categories – the historical legacy, interdependence and asymmetry – on the bilateral relationship, the book explores the patterns of cooperation and identifies the driving forces and hindering factors of the bilateral relationship. Covering the Polish–German relationship since 2004, it demonstrates, in a systematic way, that it does not qualify as embedded bilateralism. The relationship remains historically burdened and asymmetric, and thus it is not resilient to crises. This book will be of key interest to scholars and students of European and EU Politics, German politics, East/Central European Politics, borderlands studies, and more broadly, for international relations, history and sociology.

The transformation of the Polish-German border from a carefully monitored border to an open border with no restrictions on the cross-border mobility of individuals was complete with Poland's full membership in the Schengen Agreement in the fall of 2007. Meanwhile, funding from the European Union since the early 1990s has been supporting the development of projects that require collaboration between Polish and German borderlanders. A chief mechanism for this has been the zoning of border regions into so-called euro-regions, zones of cross-border cooperation, that by financially supporting projects that require collaboration across the border encourage Polish and German organizations and towns in the border region to establish closer ties. In the summer and fall of 2007 during the final months of controls on the border, I interviewed Polish borderlanders living in the northwestern provinces of Lubuskie and Zachodniopomorskie to learn how successful these policies have been at reducing the divisive effect of the border between European member countries. Surveys and openended interviews were used to capture Polish borderlanders opinions on the changes in their cross border mobility, to learn about their awareness of euro-regions and to explore how they identify with the region. The findings of this study are meant to contribute to a better understanding of the early stages of European Union integration in Central Europe. Despite the delight borderlanders in my study expressed over the closing of custom checkpoints along the border, I found that linguistic and economic differences continue to influence individuals' decisions to cross the border and structure their interactions with German borderlanders. Although it has become relatively easy for borderlanders' to cross the border, most participants only cross the border once a year. And although the majority of borderlanders' in my study held positive views on cooperating with German communities across the border their actions appear to be driven by the perceived economic benefits of cross-border cooperation and not a sense of belonging in an multicultural European society.
